Description
The U.S. Army Communications  Electronics Life Cycle Management Command and Program Manager, Night Vision  Reconnaissance, Surveillance, and Target Acquisition is conducting a market survey. The Government intends to solicit in the near future for the FY 06-FY10 spare components for the Horizontal Technology Integration (HTI) 2nd Generation Forward Looking Infrared (FLIR) program. The proposed acquisition is for award of a 5 Year Multiple Year contract for spare components of HTI Night Vision (NV)- 80 Block 0 B-Kit, components of the Commanders Independent Thermal Viewer (CITV) Block 0 A-Kit, and components of the Thermal Imaging System (TIS) Block 0 A-Kit. Spare Biocular Image Control Units (BICU) will be procured on a separate solicitation. The HTI NV-80 Block 0 B-Kit enables the insertion of a standard thermal sensor into the Armys highest priority ground based platforms through the use of vehicles sight-unique integration components called A-Kits. a. Description and Application The purpose of this procurement is to acquire spare components of the HTI NV-80 Block 0 B-Kit, CITV Block 0 A-Kit, and TIS Block 0 A-Kit to meet the spare requirements of the Commanders Independent Thermal Viewer (CITV), and the Thermal Imaging System (TI S), as well as the Commanders Independent Viewer (CIV), the Improved Bradley Acquisition System (IBAS), the Long Range Advanced Scout Surveillance System (LRAS3), HTI NV-80 B-Kit - The Block 0 HTI NV-80 B-Kit consists of a Afocal, an Imager, a Detector Cooler Bench Assembly, an Electronics Unit (EU) containing 6 Circuit Card Assemblies (CCAs), a Point of Load (POL) CCA, a Scan Control CCA, and a Cooler Control CCA. CITV - the Block 0 CITV consists of a Block 0 HTI NV-80 B-Kit integrated into a 2nd Generation CITV A-Kit for integration into the Abrams M1A2 SEP vehicle. TIS - the Block 0 TIS consists of a Block 0 HTI NV-80 B-Kit integrated into a 2nd Generation TIS A-Kit for integration into the Abrams M1A1 and M1A2SEP vehicles. CIV  the Block 0 CIV consists of a Block 0 HTI NV-80 B-Kit integrated into a 2nd Generation CIV A-Kit for integration into the Bradley Family of Vehicles. IBAS - the Block 0 IBAS consists of a Block 0 HTI NV-80 B-Kit integrated into a 2nd Generation IBAS A-Kit for integration into the Bradley Family of Vehicles. b. Performance Requirements The following list contains all of the performance specifications that the supplier will need to meet to be considered fully qualified for each of the items. Interface Control Documents. The following list contains all of the Interface Control Drawings (ICD) that the HTI NV-80 B-Kit supplier will need to meet to be considered fully qualified. Projected Quantity Requirements The projected Block 0 B-Kit quantities are as follows. FY06 FY07 FY08 FY09 FY10 Totals Block 0 B-Kit -Spares 200 200 200 200 200 1000 To be considered fully qualified a prospective supplier will need to meet the yearly delivery quantities plus all possible surge needs. This is a market survey to identify all parties interested in taking part in this entire effort as a prime contractor. Please provide the following information no later than 25 April 2006. Note the Government does not own a technical drawing packa ge for this effort. " Brief summary of the company " Qualifications in Thermal Imaging/Infrared Technology for this effort or like efforts.
