Description
Project General Information: Construct a standard Combined Arms Collective Training Facility (CACTF) which includes distinct administrative and training areas. The administrative buildings are conditioned and finished. Administrative buildings inc lude a Range Operations Center, an After Action Review Building and an Operations/Storage Building. These buildings are to be constructed of cavity walls of CMU and brick veneer with standing seam metal roofs. Administrative buildings include vertical lo op earth-coupled heat pump systems. The training area includes 24 standard training buildings and a metal covered mess facility. Training buildings are unconditioned, with the exception of thru-walls units in electrical rooms, CMU wall construction with interior plywood wall protection. Roofs are either pre-stressed concrete panels with a PVC membrane and concrete topping applied or wood trusses, wood deck and roll asphalt roofing. Training buildings vary in size from small residential structures to thr ee-story buildings. Some buildings have below grade portions such as basements and pits. There is a tunnel system connecting some basements and buildings. The project includes a galvanized structural steel pedestrian overpass with galvanized metal grati ng walkway as well as a large vehicle overpass with a plate arch span with slope paved earthen embankment approach ramps (this will be an option item in Bid Schedule). Project includes electrical and data distribution and security fencing. Project includ es turfing for erosion control and permanent sediment ponds. Civil improvements include concrete roadways with and without curbs, gravel roads with and without curbs, concrete sidewalks, and gravel parking areas, drainage ditches, and downspout collection system, foundation dewatering system, extensive site grading and storm water piping. There will be no Government Furnished Material/Property. There is no planned demolition work under this project. There will not be a Pre-Bid Conference. The North Ame rican Industrial Classification System (NAICS) code applicable to this project is 236220, Commercial and Institutional Building Construction which corresponds to SIC 1542. The Small Business Size Standard is $31 Million. This will be an UNRESTRICTED soli citation; the solicitation number for this project is W9126G-06-R-0038. The solicitation is tentatively scheduled to be issued on or about April 20, 2006, with proposals due on or about May 23, 2006 (unless otherwise stated in the solicitation). The const ruction project price range is $10,000,000 to $25,000,000. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The contract award will be based on Best Value to the G overnment, which may or may not result in accepting the lowest-priced offer. To determine best value, the Governments proposal evaluation will consist of but not be limited to evaluation of the offerors technical and management capabilities as well as pri ce.
