Description
The NAICS code for this requirement is 541618; the activity description is "Other Management Consulting Services"; and the small business size standard is $6.5 million. The Bureau of Reclamation's Pacific Northwest Regional Office (Reclamation) intends to negotiate a sole-source contract for advisory and assistance services with the Okanogan Conservation District (OCD) of Okanogan, WA to support and improve the operations of Reclamation's Columbia/Snake Salmon Recovery Office (CSRO) Tributary Habitat Program. Reclamation is one of nine Federal agencies, collectively known as the Federal Caucus, which has natural resource responsibilities under the Endangered Species Act (ESA) to coordinate a comprehensive, long-term strategy to restore threatened and endangered salmon and steelhead throughout the Columbia-Snake River Basin of the Pacific Northwest, which includes the Methow River subbasin. Reclamation has determined that OCD is the only reasonable source based upon the following criteria: Knowledge of the current state of habitat conditions for ESA endangered and threatened species in the Methow subbasin; experience and past performance associated with the habitat improvement efforts in the Methow subbasin; experience and past performance regarding the local social and political issues that affect project initiation under tributary habitat programs in the Methow subbasin; experience and past performance involving multiple Federal, state, tribal, and local agencies for improvement of fish habitat in the Methow subbasin; experience and past performance in implementing fish habitat improvement projects in the Methow subbasin and obtaining third-party funding for their construction; experience and past performance of successfully interacting with local landowners and other interested parties within the Methow subbasin for improvement of fish habitat; and price. This notice of intent is not a request for competitive proposals. However, interested parties that are certain they can meet the requirement must submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. All proposals received within 15 days after date of publication of this synopsis will be considered by Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. See numbered note 22.
