Description
This solicitation is unrestricted and open for participation by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price construction contract for repairs to the basewide wastewater treatment system located at US Naval Base, Guantanamo (GTMO) Bay Cuba. Due to the sensitive locale of the US Naval Base, GTMO, foreign nationals from dissident political areas may be excluded and denied entry approval. In general, foreign nationals may be used. No employee or representative of the contractor will be admitted to the US Naval Base, GTMO without prior entry approval. The background of contractor personnel will be screened prior to entry to the US Naval Base, GTMO. Upgrade the existing wastewater and sanitary sewage treatment system to obtain compliance with Final Governing Standards for wastewater discharges. This project provides multiple remote package treatment facilities utilizing septic tanks, trickling filter or biofilter technology to obtain the stated treatment goals. The collection system will upgraded with a combination of gravity sewers and pump stations to collect the waste water from many current discharge points to more centralized locations for treatment. The existing treatment plant will be repaired to provide additional surge capacity. The entire wastewater system shall remain in operation during the entire construction period. The contractor will be required to provide simplex and duplex packaged pump stations that include submersible sewage pumps furnished by a manufacturer who engineered the group of interrelated components into a packaged unit. Each packaged pump station shall include basin, pipe and fittings, submersible sewage pumps, pump control system with alarms, basin cover with access hatch and cover. Provide value vaults as specified at indicated locations. The estimated price range is between $6,000,000 - $8,000,000. The North American Industry Classification System (NAICS) Code is 237110 with a size standard of $28.5 million. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. In accordance with FAR 5.102, the solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil. The solicitation should be available at this site on or about April 14, 2006. Proposals will be due on or about 31 May 2006. The solicitation package will provide exact dates.
