Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intend to issue a Request for Proposal (RFP) No. N66001-06-R-0017 for technical support services in support of submarine Command, Control, Communication, and Intelligence (C3I) for Virginia Class Submarines and Acoustic Rapid Cots Insertion (ARCI) for Sonar, Towed Systems, and Combat Control electronic systems and equipments in Los Angeles, Seawolf, and Trident Class Submarines. The scope of the services will include tasking for installations/upgrades, for C3I Systems for Virginia Class Submarines and ARCI for Sonar and Combat Control for all Los Angeles Class, Seawolf, and Trident Class Submarines and related support. The submarine, combat and electronic systems supported under this effort includes any and all systems and equipments, major and minor, that comprise the acoustic, combat control, weapons systems (excluding the weapon), communication, navigation, periscope and electronic surveillance systems and suites, including their power supplies, ancillary, peripheral, sensors, support equipment, trainers, training and tactical software, and handling systems and equipments. The primary location for performance of this effort is Norfolk, VA with performance locations anticipated to include but not limited to Portsmouth, NH; Kings Bay, GA; Groton, CT; Bremerton, WA; San Diego, CA; Pearl Harbor, HI; and Guam. The estimated level of effort is 798,500 hours for the entire performance period that will consist of a one-year base period and four (4) one-year options for a total of five years. This is a full and open competition procurement. An Indefinite Delivery, Indefinite Quantity type contract with a cost-plus-fixed-fee (CPFF) pricing arrangement is anticipated. The Government plans a single award pursuant to the criteria in the RFP. Large businesses are encouraged to form joint ventures with small businesses. The North American Industry Classification System (NAICS) Code is 541330 ??? Engineering, and the Small Business Size Standard $25M. All responsible sources may submit a proposal that shall be considered by the Government. The estimated released date for the solicitation is anticipated by 10 May 2006 and response will be due 30 days thereafter. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at http://e-commerce.spawar.navy.mil under SSC San Diego "Open Solicitations". Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
