- NAICS Code: 511210 The U.S. Environmental Protection Agency (EPA), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a firm fixed-price purchase order to Saepio Technologies, Inc. of Kansas City, Missouri under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition is to obtain unlimited user access to Saepio's trademarked Agilis Print web-based hosting services and software. This package will enable ENERGY STAR partners to access online content and creative editing services in support of CPPD's mission to promote energy efficiency through the ENERGY STAR label. ENERGY STAR's 8,000 partners promote energy efficiency as a means of reducing greenhouse gas emissions, an integral part of CPPD's mission. In the past, CPPD produced CD toolkits to disseminate templates to its partners. This is no longer a viable option as the ENERGY STAR partners do not typically have graphic design software, thereby limiting the level of sophistication of the templates. In addition, CD size constraints limit the breadth of templates and do not allow for timely updates and distribution of new content (e.g., annual ENERGY STAR factoids and related statistics on ENERGY STAR performance). Saepio's Agilent Print toolkit will allow CPPD to produce templates, branded for ENERGY STAR, that will permit co-branding by partners. With Saepio's Agilis Print hosting services, CPPD will be able to: (1) deploy new content to partners quickly and easily; (2) ensure partners can edit and customize content without design software; (3) control partner edits to ensure brand and message integrity; (4) approve all creative before partners produce materials; (5) provide partners with final output options in a variety of file formats; and (6) provide partners with the ability to fulfill printing directly from the software. The North American Industry Classification System (NAICS) code for this procurement is 511210. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Saepio is the only vendor authorized to provide unlimited licensing and use of a web-based host solution with the aforementioned capabilities. As such, it is the only known source capable of satisfying the Government's requirement. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
