Description
The U.S. Special Operations Command (USSOCOM) is seeking industry sources to acquire the next generation, Integrated Broadcast Service (IBS) receiver. The USSOCOM anticipates a limited development and integration effort (less than 12 months) to meet the requirement with production and sustainment options to follow. This includes information on existing, producible, ultra high frequency (UHF) satellite communications (SATCOM) radios that provide an IBS receive capability or that support some of the legacy IBS broadcasts. The USSOCOM is also seeking information on UHF SATCOM radios that are being modified with modern communications security (COMSEC) devices and/or that support demand assigned multiple access (DAMA), continuous phase modulation waveforms. These radios may be a complete line-replaceable unit (LRU) (i.e., with an embedded power supply, external input/output interfaces, etc.) or a compact Peripheral Component Interconnect (cPCI) form factor (i.e., with embedded COMSEC requiring a host LRU). The next generation, IBS receiver radio needs to be interoperable with the standards for: dedicated 5-kiloHertz (kHz) and 25-kHz UHF SATCOM channels, UHF SATCOM DAMA order wire messages and protocols, multiple-access 5- and 25-kHz UHF SATCOM channels, and the Common Interactive Broadcast (CIB) data control layer. Legacy IBS waveforms include biphase shift key (BPSK), shaped BPSK (SBPSK), and shaped offset QPSK (SOQPSK) modulations. Reference the following military standards: MIL-STD-188-181 / 182 / 183. All interested vendors will be required to have Secret security clearances, COMSEC authorizations, and secure facilities for production. Information submitted in response to this announcement does not constitute a proposal, but will be considered an exchange of capabilities and ideas. No telephonic inquiries will be accepted. This is a sources sought/market survey announcement to seek industry sources for this requirement.
