SUBJECT: DESIGN-BUILD (BRIDGING) DEL RIO PORT OF ENTRY EXPANSION PHASE 4. POC Vicki Woodard, Contracting Officer, Telephone 817/978-3722; Fax 817/978-7017; Email address: Vicki.Woodard@gsa.gov; DESC: NAICS CODE 236220 – Solicitation Number GS-07P-06-UFC-0010 Provide all labor and materials for completion of design and construction of the Del Rio Phase 4 Expansion Del Rio, Texas. This phase will complete the design and will construct: Primary Inspection Canopy with Non-commercial and Commercial Primary Lanes and associated Paving; Administration Building; Secondary Non-commercial Canopy; Head house with Hard Secondary; Dog Kennel; Commercial Exit Control Booth; Commercial Exit Road; Parking; Demolish the Existing Administration and Non-commercial facilities and complete associated site work. The scope of services will require at minimum: construction drawings, specifications, cost estimates, value engineering services, computer aided design and drafting (CADD), project scheduling, submittal preparation, construction quality control, construction, demolition, as-built, post construction services. The design should include consideration for sustainable design features. The existing facilities will remain operational 24 hours a day seven days a week during construction. The new construction is predominately separate from the existing facility, however, coordination and phased construction will be required at various times once the new facility is occupied and demolition of the existing facility is commenced. Some limited initial site work for the project has been completed under a separate contract. GSA will provide drawings depicting the current design solution (approximately 80% complete) along with comments associated with the solution. It will be the responsibility of the offeror to: recommend modifications to the design achieve construction in budget; complete the design documentation based upon agreed modifications, construct the new facility and demolish the existing facility; complete the design and construction (including demolition and commissioning) within 24 months (730 calendar days) of Notice to Proceed. The work will require coordination with the GSA Property Manager, Construction Manager, Building Tenants, and other Government contractors. Capabilities to sequencing and scheduling the work and quality control for the design and construction efforts are required. The solicitation documents will be available on or about January 19, 2006. Proposals will be due on or about February 21, 2006. THIS IS A FULL AND OPEN PROCUREMENT. A Pre-proposal Conference will be held on or about January 25 , 2006. A time and location for this Conference will be advertised in a forthcoming Fed Biz Ops announcement. The Not to Exceed cost for this project is $19,700,000 including design and construction. The project will be procured using informal source selection procedures, which will result in a firm, fixed–price award to the offeror who provides the best value to the Government, with both technical ability and price evaluated. The source selection technical evaluation factors are listed in order of importance as follows: Experience and Past Performance of the Design Build Team; Experience and Past Performance of Key Personnel; Management Approach. It is not essential that the proposed design build team members have completed work together previously, however the submittal should demonstrate the ability of the component firms to form an effective and efficient team. The successful offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman owned small business, veteran and disabled veteran-owned business, 8(a) small business and HUB Zone small business to participate in this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. All responsible firms are invited to submit a proposal. Access to the complete solicitation, specifications, drawings and amendments will be made available through a secured Extranet site. Interested parties for access to the Extranet site shall send request to the attention of the POC as referenced below. This request shall include the company’s name, DUNS number, Tax ID # mailing address, phone number and E-mail address. The company is required to review, complete and return the Document Security Notice (DSN) and a copy of their business license to the POC. Upon receipt of the completed DSN and acceptance of the firms request for access to the restricted site and solicitation two separate e-mails will be transmitted providing the firm a User ID and Password. These e-mails will provide instructions and requirements for entry into the secured Extranet site and access to the solicitation. Production cost are at the expense of the requestor. A 20% bid guarantee will be required. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (05-JAN-2006).
