Description
The National Heart, Lung, and Blood Institute (NHLBI) of the National Institutes of Health is seeking interested organizations with the capability to serve as the Clinical Trials Coordinating Center (CTCC) for a large, international multicenter, randomized, double-blind trial comparing a strategy of lowering LDL-cholesterol (LDL-C) to <60mg/dl (or to the lowest achievable level) to a strategy of lowering LDL-C according to current guidelines in approximately 5,700 participants without known coronary or cerebrovascular disease but who are at elevated risk of coronary artery disease or stroke. Participants will be recruited over 2 years and followed for a minimum of 4 years. The CTCC in collaboration with the Steering Committee will select and coordinate a large network of clinics, located in the United States and abroad, that can adequately recruit participants and follow them according to the study protocol. In addition to acquiring clinical data, the trial will assess subclinical disease, quality of life and cost-effectiveness. Genetic predictors of treatment effect and susceptibility to development of atherosclerosis, as well as disease mechanisms will be measured. Only one contract will be awarded for this project. The applicable NAICS code is 541710 and the size standard is 500 employees. It is anticipated that one award will be made for a period of 8 years on or about February 1, 2007. The contract will be a cost-reimbursement, completion-type. The solicitation will be available electronically on or about April 18, 2006. RFP NHLBI-HC-07-07 will be available at the FedBizOpps Website: http://www.fedbizopps.gov and at the NHLBI Website: http://www.nhlbi.nih.gov/funding/inits/index.htm. Proposals will be due on or about July 17, 2006. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be issued by the Government. All responsible sources may submit proposals which will be considered by the Government. This advertisement does not commit the Government to award a contract.
