- The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Dr. Ravi Sawhney, 3830 10th Street NW, Washington, DC 20011 For a modification to Purchase Order 263-MD-600917 for a two-month continuation of the services being provided for the Public Private Partnership Program (PPPP). Dr Ravi Sawhney is the only known source capable of providing the required services because of his involvement in this project over the past months. Further, inherent duplication of cost to the Government would be time and cost prohibiting. The Government?s requirement consists of two project- Whole Genome Association (WGA) and Biomarkers for the diagnosis, treatment and cure of disease. The WGA project is a complex public private partnership requiring ongoing input, advise and organizational assistance from the PPPP to the WGA project team. The contractor is require to coordinate the PPPP activities and assist in deriving guidelines and general principles relevant to any such project. The insights provided will be developed into useful resource material for PPPP constituents and will be included in the PPPP web site and other publications. The contractor is also required to: 1. Attend WGA meetings of the organizing committee and the working groups (governance, database, solicitation development, access/privacy/Intellectual Property (IP), public relations) 2. Keep detailed minutes of each meeting along with an abstraction of more general policy issues relevant to this and other PPPs) 3. Work with committees and working group members to accomplish the organizational and writing tasks necessary to develop, launch and implement the WGA. 4. Assist in the development of general PPPP guidelines for this and similar projects 5. Coordinate PPPP interactions with the Foundation for The NIH (FNIH) and NIH staff engaged in this project The Biomarkers for the diagnosis, treatment and cure of disease project is A large interagency and public-private partnership focusing on the development and qualification of Biomarkers. The contractor will contribute to the development, organization and coordination of this PPPP along with other members of the Federal Government and private partners. Insights provided by the contractor will be extended to PPPP publications, website, and presentations. The contractor is also required to: 1. Attend Biomarker project meetings of the organizing committee and the working groups (governance, database, solicitation development, access/privacy/IP, public relations) 2. Keep detailed minutes of each meeting along with an abstraction of more general policy issues relevant to this and other PPPs) 3. Work with committee and working group member to accomplish the organizational and writing tasks necessary to develop, launch and implement the Biomarker project. Participate In the development of specific Biomarker initiatives that will fall under the larger project umbrella and participate in the development of the partnerships, the MOUs, the committee and oversight structures, and the scientific teams needed to initiate project activities. 5. Assist in the development of general PPPP guidelines for this and similar projects. 6. Coordinate PPPP interactions with the FNIH, FDA and Pharmaceutical Research Manufacturers of America (PhRMA) staff engaged in this project This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the dicretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
