Description
This requirement is for portable toilet, portable hand-washing stations and cleaning service to provide sanitation facilities, and enhance the health and environmental factors associated with a disaster or event where sewer and water may not be conveniently available. The applicable North American Classification System (NAICS) Code is 562991. This is not a Request for Proposal, but a survey to locate potential sources capable of installing, cleaning and maintaining portable toilets and hand-washing stations at disaster sites within the United States within 24-hours after notification by the Federal Emergency Management Agency (FEMA). The Contractor shall be capable of providing all labor, materials, and equipment to provide portable toilets, portable hand-wash stations, pumping, cleaning, and servicing, to include emptying associated trash cans and picking up litter, as identified by the following: Portable toilets must meet the following criteria (Maximum quantity 50 each): Height: 85 inch minimum Width: 40 inch minimum Depth: 45 inch minimum Hand-rails Paper toilet dispenser Male/Female signs Vacant/occupied indicator Ventilation At least 5% of the portable toilets must be ADA compliant Portable hand-washing stations must meet the following criteria ? Maximum quantity 25 each: Capability of conserving water by using reservoir and recycling water. Fresh water connection. Paper-towel dispenser. At least 5% of the portable hand-washing stations must ADA compliant Maintenance Requirements: Contractor must provide an on-site pumping (cleaning) support and service the portable toilets four times daily, at a minimum. Contractor must sanitize the interior of the portable toilet by scrubbing with brushes and towel drying on a daily basis. Contractor must replenish fresh solution, toilet tissue and paper towels, as necessary. Contractor must perform minor repairs to the portable toilets and washing stations as necessary. Contractor must check the overall unit, ventilation screens, seat, door, handle, lock, etc., to ensure proper working order. Contractor must confirm that the units are in the proper place and level on with the ground. Minimum contractor capabilities must include documented evidence and expertise in all of the following areas: 1) Demonstrated experience and expertise in providing, transporting, and installing portable toilets. 2) Demonstrated experience and expertise in pumping (cleaning) portable toilets within the schedule time. 3) Demonstrated past performance on contracts of comparable magnitude. 4) Demonstrated capacity to accomplish the installation and service of portable toilets and wash stations in the required time. Contractors who are interested in performing the proposed effort are invited to submit one original and four (4) copies of complete information to the procuring office identified within this notice within fifteen (15) calendar days from the date of this notice. Information furnished should also include: 1) the contractor?s capability to provide portable toilets and wash stations within a 24 hour period, 2) the contractor?s capability to provide immediate transportation to a disaster site; 3) the number and qualifications of personnel that will be assigned to service the equipment; and, 4) any other information that will demonstrate the minimal capabilities listed above. This synopsis is for information and planning purposes, and the government will not pay or otherwise reimburse respondents for information submitted. Based upon the responses received, the government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. Based on the evaluation of responses received that meet the government?s requirements, the government may issue a procurement to the contractor at a later date.
