- Indefinite Quantity Multi-Disciplinary Architect-Engineer, Title I, II and III Services Provide Title I, II, and III Architect _ Engineer (A-E) Services for the Department of Veterans Affairs, Service and Distribution Center (SDC), Hines, Illinois. This work may involve any and all aspects for the design of various in-house and nonrecurring maintenance projects including preparation of designs, plans, specifications, cost estimates, and miscellaneous reports. The A-E may be required to furnish services for reports, planning and programming studies, investigations, site selection, design concepts, tentative design, working drawings and specifications; review of shop drawings, samples, equipment, data, and other related documents. Services may include designing architectural modifications/additions, complex electrical and mechanical systems for commercial buildings, data centers, under ground and above ground utilities and parking. Work shall be accomplished in accordance with codes and standards for plumbing, HVAC, electrical, handicapped criteria, fire protection, and tuberculosis requirements. A single contract may be awarded for a base year with an option to extend the contract for two additional one-year periods. Firm fixed-price task orders issued under the master contract will include a specific statement of work and be negotiated as individual projects. The cumulative total of all task orders issued under the contract cannot exceed $250,000 for each one-year contract period with a guaranteed minimum of $2,500 for the base period. Firms will be evaluated on the following factors, in order of priority: 1) Professional qualifications necessary for satisfactory of required services. 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. 3) Capacity to complete the work in the required time. 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5) Location in the general geographical area of the project and knowledge of the locality of the project. 6) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. 7) Record of significant claims against the client because of improper or incomplete architectural and engineering services. 8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Firms that have the qualifications to perform the services described above and wish to be considered for the contract should submit two copies of Standard Form (SF) 330 to Noella A. Bond, Contracting Officer (905C), Department of Veterans Affairs, Denver Distribution Center, to be received by 4:00pm. April 27, 2006. Send all two copies to P.O. Box 25166, Denver, CO 80225-0166 (mail) or 155 Van Gordon St., Lakewood, CO 80228-1709 (courier, i.e. UPS or Fedex). This acquisition is unrestricted. Award will be issued pursuant to the Small Business Competitiveness Demonstration Program. The North American Industry Classification Code is 541310 and the size standard is $4.0 million.
