Description
The 37th Contracting Squadron at Lackland AFB intends to award a contract for a preventative maintenance agreement for breathable air equipment in accordance with the statement of work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation number F2MT2M5189A100 is issued as a request for quotation (RFQ). This procurement is being issued as a 100 percent small business set-aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07 and DFARS Change Notice 20060321. The North American Industry Classification System Code 811310 and size standard $6.5 mil apply to this procurement. STATEMENT OF WORK FOR PREVENTIVE MAINTENANCE AIR PURIFICATION EQUIPMENT, BLDG. 829 Contractor will be provide all management, labor, material, equipment, certifications, tools, and other items and services such as oils, coolant and grease necessary to maintain the following breathable air equipment as necessary for supplying, replacing, and disposing of all hazardous waste materials. All maintenance specific to manufacturers? guidelines has been provided within the frame of this documentation. Any inspection specifically identifying equipment to be serviced two times annually will be preformed every six months. Any inspection specifically identifying equipment to be serviced three times annually will be performed every four months. In cases where an hourly check of specified hours on the equipment, such as 4K the contractor will be called out by fuel system Supervision. (A) The contractor will be responsible for the proper maintenance of the Ingersoll-Rand, 60 hp screw compressor (Model # SSR-EP60, Serial # CA2224U01282): using the maintenance manual and manufacturers? guideline. According to the prescribed guidelines, the coolant oil filter shall be replaced after one-month from startup or 150 operating hours (whichever occurs first) and again one year after start-up or 2000 hours (whichever occurs first) and at the same time as the coolant change. Replace the inlet air element twice annually. Inspect and test the condensate drain valve for proper operation. Test the warning lights and safety shutdown devices for proper operation. Replace the air/oil separator annually or when differential pressure of 15 psig or greater exist across the separator element. Lubricate the TEFC motor drive end bearings twice annually (every six months) with extreme pressure grease. Ingersoll-Rand Model SSR-EP60 Rotary Screw Compressor (Serial # CA2224U01282): Contractor responsibilities for maintenance by Specific Manufacturer Guidelines Reference IR manual APDD 152C-87, pages 32 to 34; Inlet air filters replaced annually, coolant filter replaced after the first 150 hours and 2K hours thereafter, coolant change annually or 8K hours at the capacity of (5 gallons), air/oil separator annually or when the differential pressure across the element exceeds a pressure drop of 15 PSIG or greater, lube drive motor bearings with extreme pressure grease every IAW with Manufacturer?s Manual, and after cooler cleaned every 2K hours. The contractor will be responsible for the proper maintenance of the Ingersoll-Rand, refrigerated air dryer (model #TS 325, Serial # DR10011720-091801). The contractor will clean and visually inspect for leaks and cracks on the condenser element. Inspect the cooling fan for proper operation and cycling. Visually inspect and clean the dryer cabinet. Clean and inspect the heat exchanger for cracks. Visually inspect electrical connections for evidence of abnormal wear. Visually inspect electrical connections for security and serviceability. Also, provide semiannual operational checkouts, IAW with Manufacturer?s Manual, for the refrigerated air dryer to ensure proper loading/unloading and pressure range is maintained. Ingersoll-Rand Model TS 325 Refrigerated Air Dryer (Serial # DR10011720-091801): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference IR Air Dryer Models TS 50 to TS 3000 Maintenance manual, section 4, page9, Para. 4.1; Compressor power consumption tested quarterly, clean condenser quarterly, and disassemble and clean condensate drain annually. The contractor will be responsible for the proper maintenance of the Ingersoll-Rand, 10 hp oil-less air compressor (model #OL10E10, Serial #0110090326). The contractor will be responsible for providing an initial start-up procedure, as well as, make adjustments in accordance with the manufacturers guidelines. The crankcase and air inlet filters will be replaced twice annually. The motor drive end bearings will be lubricated IAW with Manufacturer?s Manual with extreme pressure grease. Drive belt tension checked and adjusted annually and replace belts if necessary. The after-cooler cleaned and inspect twice annually. A thorough operational checkout and any required adjustments performed twice annually (every six months). The piston rings and rider bands replaced annually or between 4K and 6K operating hours (whichever occurs first). Ingersoll-Rand Model OL-10 Single Stage Oil less Compressor (Serial # 0110090326): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference IR manual SCD-614, Para. 6-3, page 6-2; Inlet air filters replaced every 6 months, crankcase filter replaced IAW with Manufacturer?s Manual, piston rings and rider bands replaced between 4K and 6K hours, drive set and compressor valves replaced every 8K hours, motor bearings lubricated every 2K hours, and after cooler cleaned every 2K hours. The contractor will be responsible for the proper maintenance of the Del-Tech, refrigerated air dryer (model #8DM25-A, Serial #OMBA1012). Visually inspect and cleaned the condenser element, ensure the unit has no leaks or cracks. Inspect the cooling fan for proper operation and cycling. Clean and visually inspect accessible areas of the dryer cabinet. Clean and inspect the heat exchanger for cracks if so equipped. Visually inspect compressor and receiver mounts for evidence of abnormal wear. Visually inspect electrical connections for security and serviceability. Provide three operational checkouts annually IAW with Manufacturer?s Manual, to ensure proper loading/unloading and pressure range is maintained. Provide testing of the control panel trouble lights and the automatic drain valve performed three times annually IAW with Manufacturer?s Manual. Change once annually the coalescing filters, after filter and catalyst. Replace the activated carbon filter, IAW with Manufacturer?s Manual. Del-Tech Model 8DM25-A Pyramid 8000 Air Dryer/Purifier (Serial # OMBA1012): Reference Deltech Bulletin 289 Installation, Operating, and Maintenance manual, pages 10 to 20; Prefilter replaced annually, final filter replaced quarterly, catalyst cartridge replaced annually, and after filter element replaced annually. Testing and inspection of automatic drain valves, operating temperatures and pressure ranges are dictated by trouble indicating lights on operator?s panel. (E) The contractor will be responsible for the proper maintenance of Ingersoll-Rand, 25 hp oil-less compressor (model # OL25X25, Serial #0207110098). Lubricate unloaders once annually. Inspect belt tension, condition and adjust as required three times annually. Replace drive belts annually. Replace the crankcase and intake air filter elements three times annually. Replace the piston rings, bands, and head gaskets annually or between 4k and 6k operating hours (whichever occurs first). Inspect and test condensation drain valve for proper operation three times annually. Inspect and Test Safety/Pressure Relief Valves three times annually and replace once annually. Lubricate the TEFC motor drive end bearings three times annually, IAW with Manufacturer?s Manual, with extreme pressure grease. Ingersoll-Rand Model OL-25 Two Stage Oil less Compressor (Serial # 0207110098): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference IR manual SCD-764B, section 6, pages 6-2 to 6-5; Inlet air filters replaced every 6 months or 1K hours, crankcase filter replaced every 6 months or as required, piston rings and rider bands replaced between 4K and 6K hours, drive set and compressor valves replaced every 8K hours*, motor bearings lubed every 2K hours, unloader replaced at 6K hours, and after cooler cleaned every 2K hours. (F) The contractor will be responsible for the proper maintenance of the Del-Monox, air purification system (model #5S13, Serial #1180694-1). Replace the final filter element three times annually (every four months). Inspect the desiccant for serviceability and ensure it is clean and free of any contaminates. Inspect the regeneration line strainer, dismantle and inspect check valves for proper operation and leak check IAW with Manufacturer?s Manual. Replace the catalyst, muffler and pre-filter annually. Del-Monox Model 5S13 Air Purification System (Serial # 1180694-1): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference Deltech Installation, Operating, and Maintenance manual, table 5, page8 to 19; Prefilter replaced annually, final filter replaced quarterly, catalyst cartridge replaced annually, upper and lower poppet valves replaced annually, muffler replaced annually, control valve kit replaced annually, and towers desiccant replaced. (G) The contractor will be responsible for the proper maintenance of the Del-Monox, air purification system (model #7W13, Serial # 1185760-1). Replace the final filter element three times annually (every four months). Inspect the desiccant for serviceability and ensure it is clean and free of any contaminates. Inspect the regeneration line strainer, dismantle and inspect check valves for proper operation and leak check, IAW with Manufacturer?s Manual. Replace the catalyst, muffler and pre-filter annually. Del-Monox Model 7W13 Air Purification System (Serial # 1185760-1): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference Deltech Installation, Operating, and Maintenance manual, table 5, page8 to 19; Prefilter replaced annually, final filter replaced quarterly, catalyst cartridge replaced annually, upper and lower poppet valves replaced annually, muffler replaced annually, control valve kit replaced annually, and towers desiccant replaced. (H) The contractor will be responsible for the proper maintenance of Comp-air, 75 hp reciprocating compressor (model #V300DA-B, Serial # E055-1007). Inspect the compressor oil/coolant, oil filter element, and belts. The Comp-air, 75 hp belts will be replaced annually. The balance of the fresh oil will remain with the equipment for topping off the oil level and future use. The inlet air filter elements will be replaced twice annually (every six months). The condensate drain will be inspected and tested for proper operation. Warning lights and safety shutdown devices will be tested for proper operation twice annually. Inspect the TEFC motor drive end bearings and drive pulleys and lubricate twice annually with extreme pressure grease. Comp-Air Model V300DA-B 75 hp Compressor (Serial # E055-1007): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference Comp-Air V300 Series manual 20160-1791; Inlet air filters replaced annually, coolant filter replaced annually, drive belts replaced as required or annually, and coolant change annually or 8K hours at the capacity of (5 gallons) The contractor will be responsible for the proper maintenance of the Comp-Air, refrigerated air dryer (model # CTD400, Serial # 2000004094). Inspect the condenser element to ensure it is cleaned and visually inspected for evidence of leaks and cracks. Cooling fan inspected for proper operation and cycling. Clean and visually inspect accessible areas for the dryer cabinet. Ensure the heat exchanger is clean and inspected for cracks if so equipped. Visually inspect compressor and receiver mounts for evidence of abnormal wear. Visually inspect electrical connections for security and serviceability. Provide semiannual operational checkouts, IAW with Manufacturer?s Manual, to ensure proper loading/unloading and pressure range is maintained. Comp-Air Model CTD 400 Refrigerated Air Dryer (Serial # 2000004094): Contractor Responsibilities for Maintenance by Specific Manufacturer Guidelines Reference Comp-Air CTD 15 ?2000 Series manual, section H, page 12; Prefilter cleaned quarterly, solenoid valve cleaned as required, compressor power consumption tested at 6 months, clean condenser at 6 months, check security of hoses, fittings, piping, and electrical connections at 6 months, check head pressure and proper operation of compressor at 6 months. Any reference of ?as required? simply means that the safety, serviceability, and reliability of any specified component or function of a component rest solely with the judgment of the technician conducting the inspection or observation of proper function. HOURS OF OPERATION. All work shall be accomplished from 7:30 A.M. to 4:30 P.M., Monday through Friday, except for federal holidays. Schedule all visits with the designated Government point of contact. In cases where service is based on hours of equipment usage, the designated Government point of contact will notify the contractor.
