Description
This market survey is being conducted to identify potential sources interested in providing payload motor processing facilities & services for the 45th Space Wing (45 SW) in support of Delta II defense launches at Cape Canaveral Air Force Station (CCAFS), Florida. Services include, but are not limited to: (1) Local transportation: Transportation of crated flight hardware and associated ground support equipment (GSE) by commercially available ground transportation vehicles from and to Navstar Processing Facility (NPF) or DSCS Processing Facility (DPF) at CCAFS to and from contractor?s facilities; and (2) Use of facilities: Upon a 30-45 day notice, use of up to six (6) weeks of one Payload Processing Cell, its associated Garment Change Room, and adjacent Control Room for handling and loading of liquid propellants, and preparation and installation of the PAM module upper stage system and other ordnance. Facility will provide 60Hz and 50Hz electrical power for GSE; and (3) Ordnance Handling and Storage: Receiving, inspection, and storage of ordnance; and (4) Communications: Radio frequency (RF) links, data circuits, and voice communications between the processing facilities and CCAFS, using a fiber-optic based network, closed-circuit television between facilities; and (5) Security: 24 hour a day perimeter security at the processing facilities. Periodic security patrols conducted during non-work hours; cipher locks on internal and external doors leading into the Payload Processing Areas, and all buildings electronically monitored 24 hours a day for smoke/fire detection; and (6) Solvents and Gases: Moderate quantities of gaseous nitrogen, liquid nitrogen, gaseous helium, isopropyl alcohol, deionized water, and other general purpose cleaning agents and solvents; and (7) Hazardous Waste Disposal: Disposal of hazardous materials, such as propellants and solvents, resulting from Payload Processing Activities; and (8) Sampling and Analysis: Sampling and analysis of up to 10 samples of gases, propellants, and cleaning materials; and (9) Emergency Medical and Fire Protection: Locally-available emergency medical assistance and fire protection services; and (10) Calibration: Standard equipment calibration services for up to ten (10) items of scientific equipment; and (11) Personal Protective Suits: Self-contained, air hose-type personal protective suits, splash suits, and related training and support for the Payload team to support Payload propellant handling, transfer, and fueling operations; and (12) Technical Shop Support: Unplanned technical shop support, as available; and (13) Dynamic Balancing: Dynamic balancing of the Payload or Payload components, as required; and (14) Weighing: Weighing of the Payload. The applicable NAICS code and size standard are 541990/1000 employees. Firms responding to this sources sought notice must (1) state whether they are a small or large business based on the size standard above; if applicable, identify subcontractors to be used and their anticipated responsibilities; (2) indicate if they are a small disadvantaged or woman-owned business, 8(a) firm, or a historically black college or university or minority institution (HBCU/MI), or a historically underutilized business zone (HUB Zone) small business; (3) provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of the work, points of contact, and phone numbers; (4) professional qualifications and specific experience of personnel identified to perform the work and (5) any other pertinent information which would enable the government to assess the firm?s capabilities. Because the government reserves the right to set this acquisition aside based on the responses received, it is imperative that firms respond with the required information so that capabilities can be evaluated accurately. Complete responses must be received by the government prior to close of business 17 April 2006. A performance-based Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is contemplated at this time that provides for processing up to 6 PAMs within a three year period of performance. A minimum purchase may be a schedule risk mitigation plan. This synopsis is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract.
