- COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3B36088A100 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 334220 with a 750 employee size standard. (v) Contractors shall submit a lump sum quote for the following: Required software in accordance with (IAW) statement of work o Audience TV Suite o Audience Billboard Software Required video server IAW statement of work Required video card IAW statement of work o Matrox CG2000 Labor A site visit will be conducted on Wednesday, 5 April 2006 at 9:00 a.m., and is highly encouraged, as this requirement will tie into existing equipment. All contractors shall meet on the second floor of Bldg 503, Charleston AFB. All responsible sources may submit a quotation, which shall be considered. (vi) Requirement for Commander?s Access Channel Upgrade on Charleston Air Force Base, South Carolina. (See attached statement of work) (vii) Work must begin within 2 calendar days of award and be completed within 4 calendar days of award. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, past performance, price, and other factors considered. Price The Government will evaluate offers for award purposes based upon the above criteria, with past performance being rated as significantly more important than price. STATEMENT OF WORK (SOW) For Commander?s Access Channel Upgrade Charleston AFB, South Carolina 29 March 2006 Rev. 1 1.0 INTRODUCTION. This Statement of Work (SOW) defines the requirements for the contractor to engineer, furnish, install and test (EFI&T) software and hardware to make the current Commander?s Access Channel equipment compatible with the Audience.tv software at Charleston Air Force Base, SC. The contractor shall provide the base for the Audience.tv software suite to include the Audience.billboard software, a Matrox CG2000 Video Card, video server and all associated labor. The contractor shall warrant all equipment, connections and work performed for a period of 1 year after completion of installation. 2.0 SPECIFIC TASKS AND REQUIREMENTS. 2.1. General Requirements. The contractor shall provide all services, equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EFI&T the requirements as stated in this SOW. The contractor shall provide and install the software, hardware and associated equipment. All equipment, supplies, and materials provided shall be new and not refurbished. 2.2 Connections. The contractor shall make all necessary connections to include connection of Pentagon Channel satellite feed. Contractor will not be responsible for installation and cabling of the satellite dish, only the proper connections. Contractor will ensure that available video inputs are viewable in the new system. 2.2.1 Connection Testing. When completed, the contractor shall test each connection for any losses, and shall correct any errors found. Acceptance shall be determined in accordance with paragraph 5. 2.2.2 Connection Dressing. Contractor will ensure that all loose cables are dressed and bundled appropriately. Loose/unconnected cables or wires will not be left unsecured. 3.0 Requirements. 3.1 The contractor shall supply Capital Networks Audience.tv software suite and Audience.billboard software or equivalent. If providing equivalent software, all technical data for that software must be provided to the Contracting Officer for technical review when the proposal is submitted. The customer reserves the right to determine equivalency.The contractor shall supply a Matrox CG2000 Video Card or equivalent. Provisions for equivalency are stated in paragraph 3.1 above. 3.2 The contractor shall supply a server cable for of running all associated Audience software. 3.3 The contractor will ensure that all equipment (to include hardware and software) is connected, installed and configured in such a way that the system is fully operational upon completion. 4.0 Project Residue. All residues from this project shall be disposed of off-base and IAW Federal, State, local and Charleston AFB environmental laws and regulations. 5.0 Testing 5.1 The contractor shall perform testing and inspections of all system solutions to ensure the technical adequacy and accuracy of all work. The contractor shall conduct on-site testing IAW OEM?s installation manuals, practices and the appropriate vendor?s test procedures. 5.2 The contractor shall furnish all test equipment and personnel required to conduct all required testing. 6.0 Performance. 6.1 Period of Performance. The period of performance for this task shall be from the date of award through 15 April 2006. 6.2 Place of Performance. The place of performance is Charleston AFB, SC 6.3. Hours of Work. Contractor shall work during normal operating hours of 8:00 AM ? 5:00 PM, Monday through Friday, excluding federal holidays. If performance of work outside normal duty hours will be required to meet the scheduled completiondate stated in paragraph 6.1. above, then it must be approved by the Contracting Officer.
