- Description
- The 15th Contracting Squadron, intends to award a one-year base plus four options, Firm Fixed Price contract with SecureInfo Corporation, on a sole source basis for PACAF Bases' Networks Certification and Accreditation (C&A) Support Services, by utilizing the SecureInfo Corporation developed proprietary software. Place of performance will be at multi-installation within the Pacific Air Forces, including geographical separated units. The principal feature of this requirement include but not limited to: Certification and Accreditation (C&A) support, Information Assurance support, and technical advice to the PACAF Chief Information Officer, the Headquarters Communications and Information Directorate, and the Networks Division, to include ensuring the following information technology services, to train personnel in C&A maintenance of the base networks using the Risk Management System (RMS), the automated PACAF Enterprise C&A solution, to continue management and upgrades of RMS, to oversee established base C&A efforts including the base network C&A packages currently contained in RMS, and to provide Information Assurance (IA) recommendations consistent with applicable Department of Defense and Air Force regulations. All contractor personnel are required to have a Secret security clearance, to be a US citizen, and to be fluent in written and spoken English. RMS?, the automated PACAF Enterprise C&A solution, software was developed and maintained by SecureInfo Corporation. In addition, SecureInfo authored Air Force instructions that direct the C&A process, therefore award to another source would result in a substantial duplication of cost to the government, loss of expertise and knowledge to the Government that would not be recovered through competition, and would greatly impact efforts to maintain the security posture of PACAF networks. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with regulatory procedures found within Federal Acquisition Regulation (FAR) Part 12.205(c) and Part 5.301(b)(7)(ii), interested parties submitting clear and convincing data substantiating their capabilities to satisfy this requirement have until 6 Apr 06 to submit their qualifications/capabilities. Determination to compete this proposed acquisition on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the 15 Contracting Squadron, Hickam AFB HI.
