- The U.S. Army Corps of Engineers (COE) is seeking the services of an architect-engineering (A-E)firm, licensed to do business in the State of Qatar, to perform the following tasks for the Information Transfer Nodes (ITN) construction project. A contr act will be procured in accordance with the Brooks-Act as implemented by Federal Acquisition Regulation subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. General Nature of the required A-E Services: 1. The COE design documents needs to be reviewed, approved, and duly stamped by Qatari authorities. 2. Perform an independent technical review of the project design documents prepared by the COE to ensure the design document conforms to the laws, regulations, and codes of the State of Qatar (the Host Nation). 3. Obtain Services and Design Control Application (SDCA) approval from various Qatari governmental departments (i.e. Kahramaa, Civil Defense, etc&) and the Qatar Armed Forces. 4. A firm fixed price purchase order will be issued for these services. A single contract will be awarded. The anticipated start date for the services is April 24, 2006. The anticipated completion date is May 24, 2006. 5. Local Qatari A-E firms are eligible to compete for the purchase order. All interested firm must have a Qatari Grade A rating with integral architectural, structural, and MEP disciplines. Description of the ITN construction project: The project is for the construction of ITNs at the Al Udeid Air Base (AUAB) in Qatar. This project will consist of the six (6) IT Nodes (buildings). Five buildings will be concrete frame structures with masonry infill. The sixth building will be a concr ete frame structure with reinforced concrete infill. All structures will have a stucco finish. Four buildings will have below finish floor vaults. The project includes civil, architectural, structural, mechanical, electrical work including back up power generators with sunshades and fire protection components for each IT node. The project also includes grading and drainage, access roads, aprons, sidewalks, and duct bank systems and connections. The estimated construction cost is between US$2,000,000 to $5,000,000. A-E Services Selection Criteria: The selection criteria for this project are listed below in descending order of importance (first by major criterion and then by each sub-criterion). (a)Specialized Experience and Technical Competence: (1) Experience in conforming to Qatari local and state regulations pertaining to the construction of buildings/facilities. (2) Specific technical capabilities in working with the Host Nation. (3) Familiarity with the design requirements for obtaining Qatari Grade A Certification. (4) Experience with obtaining building permits from Host Nation utility authorities. (5) Experience of the firm and its consultants with work similar in scope and size to the IT Nodes project. (6) Experience dealing with construction projects on Qatar Armed Forces installations. (7) Experience of the prime firm and subcontractors in working together. (8) Knowledge of the Arabic language. (b) Professional Qualification: Overall and relevant experience, training, and registration of key management and technical personnel. (c) Past Performance: Past performance with public or private contracts similar in size and scope to the ITN project. Past performance describes how well your firm executed the project. Submission Requirements: (1) Interested firms having the capabilities to perform this work must submit a copy of Standard Form (SF) 330 for the prime firm and all consultants to the address provided below. Solicitation packages are not provided. This is not a request for proposa l. Do not quote a price with your submittals. (2) Address for delivery of the submission. The past performance submittal is limited to a maximum of 5 pages. The SF 330 is limited to 20 pages not including the past performance pages. Complete a section E for each key person. Complete a section F for each example project . Present no more than five (5) projects. (4) Section H of the SF330 may be used to elaborate on your firm's specialized experience and technical competence to provide the required services for the ITN project. (5) Your submittals are due at the address in paragraph (2) above not later than 02:00PM (Winchester, VA time) on April 17, 2006.
