Description

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Army Corps of Engineers, Memphis District is soliciting quotes for the following criteria are provided for the purp ose of soliciting quotes from an independent company for the video inspection of the Upper Camp Creek South Pipeline. The information below is similar to what was provided earlier, but presented in a different format since quotes will be solicited from co mpanies not familiar with the project. The pipe to be videoed is 48 Heavy Duty Vylon Pipe manufactured by Lamson & Sessions. The pipe is 20 to 25 ft below ground connected by 96 diameter polymer concrete manholes located 600 to 900ft apart. There is ap proximately 16,735 ft of pipeline to be videoed, from Manhole #8 at station 62+65 to Manhole #29 at station 229+00. The purpose of the video is to detect leaks and/or breaks in the pipe, reddish discolorations that would indicate groundwater infiltration, imperfections along the interior walls of the pipe that could lead to future problems, and possible movement/misalignment of the pipe. The video must be of such detail and clarity to allow the viewer to adequately determine the condition of the pipe, consi dering the items listed above. The video process used should be capable of thoroughly documenting items of interest or concern before proceeding. The video must include either an audio or digital distance indicator to provide an accurate location of any p roblems encountered. The video should be provided to the Engineer in DVD format. The Contractor should be required to mobilize and complete the project within 15 days of NTP.The following provisions are included in this acquisition: FAR 52.212-1, Instructi on to Offerors-Commercial Items, Commercial (Jan 2004). The Government will make an award to the responsible offerors whose offer conforming to the solicitation is the lowest price. Offerors shall include with their quotes a completed signed copy of 52.212 -3, Offerors Representations and Certifications-Commercial Items (Jan 2004). The following clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5, Contract Terms and Conditions Required to I mplement Statutes or Executive Orders-Commercial Items (Apr 2004).
