Description
SOURCES SOUGHT NOTICE: The Norfolk District, Corps of Engineers is contemplating 5 Multiple Award Order Construction Contracts (MATOCs)in support of the BRAC program, Fort Lee, VA. A MATOC is an Indefinite Delivery Contract for construction servi ces with multiple awardees. Actual work is awarded through task orders. Multiple awardees generally compete with each other for task orders. There are some rules, whereby competition may be reduced or task orders are issued non-competitively to one c ontractor. The Government anticipates award of up to five contracts under each MATOC to experienced sources performing a wide range of D-B-B and D-B construction projects including, but not limited to: grading, sewer lines, paving/repaving roadways, pai nting, roofing, renovation of interiors of existing buildings, new construction, structural construction, Heating, Ventilating and Air Conditioning (HVAC) systems and refrigeration systems, fire suppression systems, fuel pipelines and storage systems, powe r and service distribution and utilization systems (including lighting), power generators and Uninterrupted Power systems, public address systems, fire alarm systems, telephone systems, asbestos, lead based paint, and contaminated material abatement and di sposal. Each MATOC will consist of one-year base period plus four option periods. The total maximum amount the government will order under each of the contracts will not exceed $100M. The Government will award each MATOC based on Price and Non-Price ev aluation factors. Non-Price factors combined are significantly more important than price. Non-price factors are Past Performance; Past Relevant Experience (D-B-B and D-B); Technical Approach. Price proposals will be evaluated based on contractors ho me office and field office overhead rates, which will be applied to each task order throughout the life of the contracts. We are requesting that all interested and qualified firms respond to this sources sought with a capability statement similar to you r marketing package used in the everyday business. The Government will utilize the following information in determing acquisition strategy: (1) how your company is uniquely capable and qualified to handle large $25 to $50 million military building pro jects including all aspects of construction; (2) summarize your past performance on projects completed similar to the project outlined above. The list of relevant projects may include names of company, point of contact, phone and fax, project scope, t ype of contract and unique characteristics encountered within the execution of the contract; (3) bonding; provide your bonding capacity per contract; (4) Your companys size and DUNS number: Small, Small Disadvantage; Women-Owned; Small Business Servi ce Disabled; Hubzone; OR Large. Your capabilities statement must be submitted in written format to U.S. Army Corps of Engineers, Norfolk, ATTN: CENAO-BR-C/Gray, 803 Front Street, Norfolk, VA 23510-1096. The capability statement must be submitted no later than April 18, 2006. Limit capability briefing package to 10 pages. This sources sought should not be construed in any manner to be an obligation on the US Army Corps of Engineers, Norfolk District part to issue a contract, or result in any clai m for reimbursement of costs for any effort you expend responding to this request.
