Description
In accordance with procedures specified in revised OMB Circular A-76, Attachment B, B.1, dated May 29, 2003; this notification represents the formal public announcement and official start date of a streamlined competition of functions required by the U.S. Geological Survey for Science Technician - Reston, VA. The USGS requires support for maintaining up-to-date survey respondent name and address list to ensure that survey frame is accurate and complete; collecting and/or estimating survey data and creating data tables; preparing and mailing manual survey document packages when required; monitoring response to data call for mineral information and conduct follow-up with non-respondents; assisting in development and/or modifications of information survey designs; retrieving, analyzing and incorporating Census Bureau and PIERS (Port Import Export Reporting Service) trade data into commodity data tables; conducting analysis of foreign trade data by industry or geographic area (for International Data Gathering); monitoring and collecting statistical information on assigned commodities; analyzing annual country/commodity questionnaires (for International Data Gathering); reviewing mineral data in MIS or other information complied for publication; responding to inquiries; preparing special reports and data. Work is and will continue to be performed at Reston, VA, and may require travel to remote locations for prolonged periods of time. The incumbent service providers consist of 36 FTEs. Designated Competitive Sourcing Official is P. Patrick Leahy, Acting Director of the U.S. Geological Survey. Agency Tender Official is James McNeal, Staff Scientist for Science Planning. Contracting Officer is Elise Stiglic. The projected end date for this competition is August 11, 2006. The NAICS for the acquisition is 541990. No solicitation will be released unless the performance decision results in a determination of private sector performance.
