Description
SOURCES SOUGHT Immersive Group Simulation Demonstration Project U.S. Program Executive Office Simulation, Training and Instrumentation (PEO STRI) at Orlando, FL has a requirement to purchase an Immersive Group Simulation (IGS) Demonstration System for the 25th Infantry Division located in Schofield Barracks, HI. This requirement includes providing all labor, material, equipment, training and support services necessary to deliver, operate and support the system for one year after delivery. The Contractor shall provide a commercial off the shelf (COTS) type soldier virtual simulation trainer including simulation system software capable of performing Military Operations in Urban Terrain (MOUT). The simulation should utilize commercially available software to the maximum extent possible. The trainer shall include a minimum of five immersive soldier stations (hardware simulation positions) with wireless organic squad weapon surrogates (M4, M249 and M203/M16A2). The trainer shall provide a Simulation Control capability to include system software that can start, freeze, stop, save and restore simulation exercises. The trainer shall provide an After Action Review capability with data logger and a moveable independent view point that can be tethered to any entity/position. The trainer shall provide a Semi-Automated Forces capability that provides a minimum of three force types (BLUFOR, OPFOR and civilian). The system simulation software shall operate on a terrain/visual data base of the Baghdad green zone sector with interior building enhancements. The trainer shall display all entities and terrain in both two dimensional (electronic map) and three dimensional (visual data base) formats. The visual display system for the trainer shall be two channel helmet mounted displays (HMDs) that support a 60 degree diagonal field of view and a 360 degree field of regard of targets and night vision capabilities. The trainer shall provide a simulated laser designation capability. The trainer shall include a facial mapping capability. The trainer shall provide a capability to register users and record/store their training data. The trainer shall provide a motion tracking capability that can track head, body and weapon movement independently. The trainer shall provide a capability for hand and arm signals. The trainer shall be Distributed Interactive Simulation (DIS) and High Level Architecture (HLA) compliant. The Contractor shall provide one year of Operator and Maintenance Life Cycle Contractor Support starting when the IGS Demonstration System is delivered. The Contractor shall utilize Performance Base Logistics Strategies to manage performance. The system shall be required to maintain 90% or greater Availability and perform corrective maintenance in less than or equal to 30 minutes. Life Cycle Contractor Support (LCCS) shall be able to support 60 hours per week and surge requirements on demand from the time the Immersive Group Simulation Demonstration Project system is installed. The Contractor shall provide system documentation addressing the system installation, networking, operation and maintenance. A commercial, Firm Fixed Price (FFP) contract is anticipated with a seven (7) month period of performance and one (1) year of LCCS after the trainer is delivered. The Government anticipates contract award in 3rd Quarter FY 2006. Responses should include a rough order of magnitude (ROM) price, a narrative identifying the scope of past and present (within the last 3 years) relevant experience on similar contracts, indicating if it was in the U.S.A. or in foreign country (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. This requirement will be a set-aside requirement, potential sources must identify their business type (i.e., small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 333319 with a size standard of 500 employees.
