Description
The NAVAIR Orlando Training System Division plans to negotiate with Rockwell Collins on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contractor will be responsible for integration, test and documentation of (1) Software Configuration Set (SCS)-05 Operational Flight Program (OFP); (2) Mission Computer COTS Insertion (MC2I) single board computer replacement to the current E-2C mission computer; and (3) Phase 1 Multi Source Integration (MSI)/Multi-Mission Advanced Tactical Terminal SATOM simulation in the E-2C Weapons Systems Trainers (WST)s, Device 15F8H S/N 4 and S/N 5. Additionally, this acquisition will seek to upgrade the current HLA infrastructure to support Wide Area Networking (WAN) requirements that will allow for each WST to be networked to other simulators for participating in distributed training exercises. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilites, pricing and any other information, which demonstartes their ability to meet the needs of the Government. Detailed capabilites must be submitted to the above address (Attn: Lidna Hill) by 14 April 2006. All information shall be furnished at no costs or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. This synopsis is not be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without futher notice.
