Description

The Department of Treasury, Bureau of the Public Debt (Public Debt), on behalf of the Office of Public Debt Accounting (OPDA) intends to issue a solicitation for investment accounting system software and support services. OPDA manages the Government Agency Investment Services (GAIS) program and the Summary Debt Accounting Program. The three discrete services that make up the GAIS are Federal Investments, State and Local Government Investments, and Treasury Loans Receivable. OPDA plans to acquire a software package to accommodate the three distinct investment and loan services of the GAIS program and the amortization calculations function of the Summary Debt Accounting Program. The software package acquisition shall provide detailed records of all investment, redemption, loan issuance, loan repayment, and debt service transactions, as well as promote accurate and timely reporting on the results of the transactions. The system shall provide Public Debt and its customers real time electronic (on-line) access to relevant data such as: investment security terms; status of transactions (pending/posted); activity for a period defined by the user; principal, amortization, interest accrual balances; and statements of account. The Government contemplates award of a fixed-price, performance-based contract with options to buy services on a fixed-price or time-and-materials basis resulting from this solicitation. The period of performance will be for a base period of one year and six one-year option periods. These services are to be provided at Public Debt in Parkersburg, WV. This acquisition is unrestricted. The North American Classification Code for this solicitation is 511210 and the small business size standard is $23.0 million.
