- NAICS Code: 541613 Solicitation Number: PR-DC--06-01595 NAICS: 541613 OFFICE OF ADMINISTRATION AND RESOURCES MANAGEMENT General Information: The Environmental Protection Agency Office of Children?s Health Protection (OCHP) requests that you submit a quote in response to the requirements specified in the attached document specifying a need to obtain technical assistance to the Aging Initiative by providing information and tools to the public to promote voluntary public involvement in protecting human health and the environment, in accordance with FAR Part 13 Simplified Acquisition Procedures and FAR 52.219-27 Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. The Government intends to award a Purchase Order with a one-year base period and one one-year option period. The option periods may be exercised unilaterally at the Government?s discretion. Quotes shall include a signed and dated cover letter, a brief technical quote (five pages) and cost quote (broken out by task). Courier or hand carried quotes (only) shall include one signed and dated original, and two copies. Technical Merit The Contractor must demonstrate programmatic capability to successfully carry out SOW. The contractor must demonstrate that the recipient has the personnel skills and experience necessary to ensure success in assisting with communications outreach. The contractor will be evaluated on its technical understanding, knowledge, capability and approach to assist in the preparation of outreach materials. The contractor or subcontractor must have experience working in languages other than English and at low literacy or easy to read at a high school reading level. Contractors will be evaluated on their overall technical approach and their level of knowledge by demonstrating an understanding of the following: 1. Technical expertise in communications and outreach efforts to the public, older adults and professionals in the fields of aging and health, excellent writing and editing skills, experience in selecting social marketing messages to change behavior and raise awareness, and previous work with experts in the field. 2. Demonstrated successful outreach projects preparing fact sheets, PDFs and web based products and technical capacity to prepare camera ready discs for printing. 3. Demonstrated success in cultural sensitivity and ability to prepare appropriate educational materials. II. Past Experience and Performance with Similar Work Past performance in successfully completing a federally funded or non-federally funded project similar in size and scope and related to the scope of work on communications and fact sheet or outreach material preparation, history of meeting deadlines, and organizational experience to plan and execute a project and meet its objectives in a timely fashion. 1. Demonstrated experience working with organizations outside of the US or non English speaking populations. 2. Demonstrated work with aging and veteran organizations, private sector, foreign governments, US and state government and non-governmental organizations. III. Personnel Contractors will be evaluated on the proposed staffing and labor mix for each task. Intent and approach for using subcontractors should be specified. IV. Cost The Government will award a purchase order to the Contractor whose offer best conforms to this request and is most advantageous to the Government, cost and other factors considered. The Government?s estimated level of effort is 75 labor hours for Objective 1, 440 hours for Objective 2, and 300 hours for Objective 3 totaling 815 hours.
