- THIS NOTICE IS AMENDED TO ADD DIMESIONS OF SHIPPING BOX: 23 inches wide X 23 inches tall and 28.5 inches long. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The reference number for this effort is APPQWR43-0040-6 and the solicitation is issued as a request for quotation (RFQ). The USDA, Animal and Plant Health Inspection Service (APHIS), Plan Protection and Quarantine (PPQ) Pink Bollworm Rearing Facility (PBWRF), Phoenix Arizona intends to procure Air Carrier Service, price based on unit of weight, for daily delivery of live sterile pink bollworm moths to El Paso, Texas and live sterile pink bollworm moths to Bakersfield, California and timely return of the empty shipping boxes to Phoenix Arizona, as defined in the attached Statement of Work (SOW). The total number of hours moths can survive under refrigeration is 5 hours. Total number of recommended hours between departures from PPQ office to destination pickup must be 4-5 hours. Length of Service will be April 30, 2006 through June 30, 2006 with Option Line Items from [July 1 2006 to July 31 2006]; [August 1 2006 to August 31 2006]; and [September 1 2006 to September 30 2006]. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The following text is added to Paragraph (a) of FAR 52.212-2: (Trade-off). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Other evaluations are technical approach and past performance. All evaluation factors other the price when combined are approximately equal to price. Additional guidance on price is provided under provision 52.212-2 section (g). 52.212-1 (b)(4) Each offer must include a detailed explanation of the procedures and processes that will be used to successfully perform the service under this project. Responses must specifically address how Moths will be transferred in less than 5 hours and protocols; plans in place in the event of contingencies. The description shall not exceed 2 pages. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall return a completed copy of the Offeror Representations and Certifications with their quotation. A copy of the provision may be attained from http://www.arnet.gov/far.
