Description
This is a combined synopsis/solicitation number DG133F-06-RQ-0380 and is this announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The NAICS Code is 541690. This is a Small Business Set-Aside. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Sustainable Fisheries is interested in acquiring Scientific and Technical support services for assisting with the finalizing of the draft Consolidated Fishery Management Plan (FMP) for the Highly Migratory Species (HMS) (see the following Statement of Work). The period of performance for this requirement is expected to be one year and the budgeted amount is $39,000. The evaluation for award will be made on a best value basis. The evaluation factors, listed in order of importance are approach, past performance, and price. The quote shall include an approach; how the work will be performed and managed, and a firm fixed price. The evaluation factors are approach, past performance, and price. All responsible sources may respond to this solicitation by submitting a quotation that is no longer than 15 pages, addressed to Sandy Shaffner, 1305 East West Highway, SSMC4, Suite 7144, to be received no later than Noon, April 18, 2006. The government reserves the right to make a single award, multiple awards or no award as a result of this solicitation. The applicable terms and conditions for the resulting purchase order are current through FAC 2005-07 of the Federal Acquisition Regulation. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. *****STATEMENT OF WORK***** BACKGROUND: On August 19, 2005 (70 FR 48804), the NOAA National Marine Fisheries Service (NMFS) released the draft Consolidated FMP for the HMS. This document describes a range of alternatives that could impact fishermen and dealers for all highly migratory species fisheries. NOAA/NMFS will need support to help finalize and implement the Consolidated FMP for the HMS and to maintain every day Division operations, including the technical support for the continued development of a research database the issuance of exempted fishing permits. OBJECTIVES: To obtain Scientific and Technical Support Services to assist in finalizing the draft Consolidated FMP for the HMS, and to support the mission of the HMS Management Division and the Office of Sustainable Fisheries. STANDARDS OF PERFORMANCE: Assist in the completion and implementation of the draft Consolidated FMP for the HMS, analyzing new data to be incorporated in the final Consolidated FMP for the HMS, and finalizing the Consolidated FMP for the HMS. Specialized expertise with statistics and mathematical modeling for projects that have arisen out of the FMP. More specifically, additional work will need to be conducted on the effect of time/area closures on the pelagic longline fishery as well as improvements need to be made to current models used for the redistribution of fishing effort. Processes exempted fishing permits and continue building an HMS research database. DELIVERABLES: The following will be scheduled in coordination with the NMFS HMS Management Division. 1. Respond to comments received on the FMP. 2. Analyze data to be incorporated into the FMO. 3. Assist with the finalizing of the FMP. 4. Process exempted fishing permits. 5. Build an HMS research database. PERIOD OF PERFORMANCE: The effort is estimated to be full time for one year.
