Description
The National Oceanic & Atmospheric Administration intends to issue a sole source purchase order to the Institute of Agri-Food and Land Use, Queen?s University Belfast, Belfast, Northern Ireland, BT9 5AG for Six (6) PSP Coated Surface Plasmon Resonance (SPR) CM5 Biosensor Chips, Four (4) each Monoclonal Antibodies to PSP Toxins, Two (2) each PSP Toxin-Protein Conjugates. Queen?s University Belfast (QUB) has developed a proprietary method to produce research grade CM5 biosensor chips for PSP toxin detection using a Biacore SPR instrument, which NOAA currently operates. There is no other company/institute able to produce a PSP toxin biosensor chip to these, or any other, specifications. As part of this SPR-based toxin detection system, Queen?s University Belfast has also developed unique monoclonal antibodies that show cross-reaction among multiple known PSP toxin congeners and are compatible with the biosensor chips. Such antibodies are not commercially available elsewhere. The saxitoxin-protein conjugates designed and developed by the Queen?s University Belfast have been demonstrated to bind their monoclonal antibodies for PSP toxins, and NOAA will be able to use these unique antibody/conjugate pairings in its development of in-water toxin detection technologies for the PSP toxins. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received within ten (10) calendar days after the date of publication of this synopsis. A determination by the Government not to compete as a result of quotes received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
