- BUILDING 31 CONSTRUCTION. This announcement is for a fixed-price design/build contract for construction of a new building of approximately 31,000 gross square feet to house laboratory, support services and administrative functions on the campus of the National Institutes of Health (NIH) Rocky Mountain Laboratories in Hamilton, Montana. This acquisition is being conducted on behalf of NIH by the Indian Health Service, Division of Engineering Services (IHS/DES) under an interagency agreement pursuant to the Economy Act. The building footprint is nominally 68?x138? with basement level, two full stories above ground, and a mechanical penthouse. The exterior appearance and floor plans are defined. The building is conceived as a steel frame structure with exterior combination of brick and metal panels. The design and construction will include completion of all design details, connections to central campus systems (including steam, regular and emergency power, chilled water, communications, and security access), equipment requirements, finishes, and furnishings for a complete functional structure. Specialized requirements include adherence to National Institutes of Health Design Guidelines, vibration isolation, noise mitigation and blast damage resistance. The work includes demolition of three existing buildings, including one that occupies the new building site and two that will be demolished approximately 30 days after acceptance of the new building. The demolition will involve hazardous materials. Offerors will be evaluated using Two-Phase Design/Build Request for Proposal (RFP) procedures that will result in an award based on BEST VALUE to the Government, price and other factors considered. The general dollar magnitude of the project is between $5,000,000 and $10,000,000. The estimated period of performance is eighteen months. Responses to phase one of this procurement will consist of relevant experience (example projects); past performance; key personnel; general technical approach; quality control program; and representations and certifications. The information will be evaluated and up to five firms may be selected to submit technical and price proposals in phase two. Phase one evaluation factors include past performance, experience, capacity, and quality. Phase two evaluation factors may include quality of overall management plan, including phase one elements; technical solution responsiveness and quality; and price. Price and the overall technical rating are of approximately equal weight. Evaluation of price may involve total price or evaluation of scope/design options within the published budget for award. The phase two technical proposal will require preparation of a limited design solution, small business subcontracting effort, and other factors that define the quality of construction. Phase one of this solicitation will be issued on or about 17 April 2006 and will be posted on this website. Phase two will be issued to the short listed offerors after evaluation of phase one responses. Firms formally organized as design-build entities or design firms and construction contractors that have associated specifically for this project may submit proposals. In the latter case, a single design firm or construction contractor may offer more than one proposal by entering into more than one such association. This solicitation is being conducted on an unrestricted basis. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must be registered in the Central Contractor Registration (CCR) database in order to participate in this procurement (http://www.ccr.gov).
