- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Dental and Craniofacial Research (NIDCR) intend to negotiate and award a purchase order on a noncompetitive sole source basis to Kristin J. Oliver, The Oliver Group, 5047 North 36th Street, Arlington, Virginia 22207, to facilitate all Combined Federal Campaign (CFC) activities, including providing advice and assistance to the NIDCR, Executive Officer, who serves as the official NIH campaign manager, coordinating various work with the campaign committee, and take the lead in designing, organizing and executing the campaign. Specifically, The Contractor, who will serve as the CFC Consultant shall: 1) assist the NIDCR Executive Officer (EO) and the 2006 Campaign Committee in all pre campaign activities, including designing and organizing the campaign. 2) The CFC Consultant also will assist the NIDCR EO and the Campaign Committee in the running the campaign elements of the CFC for the NIH. 3) The contractor also will provide guidance for the close out and recognition activities for the campaign. The Government will supply access to computer security training; building passes for the facilitators, and parking access and/or stickers for the facilitators including parking at the Building 31 loading dock. The Government will furnish office space near the NIDCR EO for use by members of the CFC team and a computer with e-mail capability for the team, telephone, standard office supplies, and room for some of the CFC campaign materials. Place of Performance: The work may be performed primarily at the Government?s work site. Period of Performance: The proposed period of performance is June 1, 2006 through March 31, 2007. The sole source determination is based upon the extensive background possessed by Kristin J. Oliver and The Oliver Group in the facilitation of the CRC among the National Institutes of Heath, the Department of Health, and Human Services, and the National Capital Area. The extensive background, historical perspective, and procedural knowledge required for provides a sound basis for selecting Kristin J. Oliver and The Oliver Group to facilitate NIH?s CFC activities in 2006. As such, an award to any other source for this requirement would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 541690. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; a firm fixed priced cost proposal, providing a complete breakdown of all cost involved; documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification; and a proposed plan. The submission is due on April 13, 2006, at 9:00 a.m. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
