Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a solicitation, and proposals ar e being requested. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W91ZLK-06-T-0363. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiti on Circular (FAC) 97-27. The associated North America Industry Classification System (NAICS) Code is 334519 and the Business Size Standard is 500. The Government contemplates award of a firm-fixed price contract resulting from this combined synopsis/solic itation. The contractor shall provide: Clin 1: Denton Model 78051-218BS-R99, Hybrid III 50th% Male (H-III50M) ATD, manufactured, tested and certified as specified in 49CFR, Part 572, Subpart E; Includes chest deflection transducer, ball bearing knee sl iders with potentiometer and users manual., 2 EACH; Clin 2: Denton Model 1716A, 6-Channel Upper Neck Load Cell, includes 30 ft detachable cable with the following load capacities: FX axis 2000 lbs, FY axis 2000 lbs, FZ axis 3000 lbs, MX axis 2500 in-l bs, MY axis 2500 in-lbs, MZ 2500 in-lbs, 2 EACH; Clin 3: Denton Model 4502 type, 6-Channel Lumbar Spine Load Cell with the following load capacities: FX axis 3000 lbs, FY axis 3000 lbs, FZ axis 5000 lbs, MX axis 10000 in-lbs, MY axis 10000 in-lbs, MZ ax is 40000 in-lbs, 2 EACH; Denton Model 6973, Pair of Instrumental Lower Legs for Hybrid III 50th Percentile ATD, 2 PAIR; Clin 5: Endevco Model 7264C-2KTZ, Accelerometers, 30 EACH; Clin 6: Denton Model 4664J, Uniaxial Femur Load Cell FX with the followi ng load capacity FX axis 3000 lbs. Acceptance shall be at Destination. Delivery shall be to the USA ABERDEEN TEST CENTER, 358 COLLERAN ROAD, APG, MD 21005-5059. The following clauses will be incorporated by reference. 52.209-6 Protecting the Governmen ts Interest When Subcontracting with contractors debarred, suspended or proposed for debarment 52.212-4 Contract Terms and Conditions Commercial Items, 52.223-11 Ozone-Depleting Substances, 52-247-34 F.O.B. Destination. 52.216-19. The provision at 52 .212-1, Instructions to Offerors--Commercial, applies to this acquisition. The contract will be awarded to low price Technical acceptable. The government reserves the right to make an award without discussions. The Government reserves the right to award on an all or none basis. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial al Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 5 2.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
