Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to Combined Arms Center (CAC) Combat Training Directorate (CTD) Combined Arms Training Strategies (CATS) development and On-site support mission. The contractor shall provide support for CAC CTD CATS responsibilities for development, sustainment, and implementation of CATS and training support relating to Digital Training Manageme nt System (DTMS) and CATS for the US Army. (1) The tasks are to: (Task 1) - Provide full-time on-site military analysts to assist the DTMS Program Manger (PM) in developing DTMS requirements for CATS delivery by DTMS; coordinate Unit and Functional CATS development requirements with proponents, Ar my Training Support Center (ATSC), the Army G3, FORSCOM, and other Major Commands (MACOMS); and, review training management doctrine, Systems Training Plans (STRAPS), policies, programs, and other CTD initiatives to facilitate full and complete integration of CATS program requirements; (Task 2)  Sustain/develop Active Component and Reserve Component Modular Force Unit CATS; (Task 3)  Review/revise Stryker Brigade Combat Team (SBCT) Unit CATS (Optional); (Task 4)  Sustain Current Force Unit CATS (Optional ); (Task 5)  Sustain Functional CATS(Optional); (Task 6)  Develop Future Combat Systems (FCS) Unit CATS(Optional); (Task 7)  Develop Joint Functional CATS (Optional); (Task 8)  Implement the CATS Education Plan (Optional); (Task 9)  Establish CATS Lia ison Officers (LNO) at Proponents locations (Optional); (Task 10)  Establish CATS LNO at FORSCOM (Optional); (Task 11)  Facilitate CATS Usage at Combat Training Centers (CTCs) (Optional); (Task 12)  Integrate CATS Program Information into Army Doctrine (Optional); (Task 13)  Assess CALL Data for Integration into CATS (Optional); (Task 14)  Extrapolate CATS Data to Support OPTEMPO (Optional); (Task 15)  Extrapolate CATS Data to Support Munitions Council of Colonels (CoC) (Optional); (Task 16)  Develop/sustain TADSS data (Optional); (Task 17)  Develop/sust ain TSP data (Optional); (Task 18)  Develop Long-Range Unit CATS Methodology/Process (Optional); (Task 19)  Develop Long-Range Unit CATS (Optional); (Task 20)  Develop TSPs for Functional CATS (Optional); (Task 21) - Develop Long-range and Short-range I ndividual Training Requirements (Institutional CATS) (Optional); and (Task 22) - Develop long-range and Short-range Self Development Training Requirements (Self Development CATS) (Optional). All interested contractors must address in their proposal (when requested in the RFP) all areas of their expertise listed in this requirement. The contractors personnel team shall have Minimum Qualifications as follows: possess a secret security clearan ce when they report; skills in MS Windows, MS Office 2000 or later, the automated systems approach to training (ASAT) and or training and doctrine development tool kit (TDDT), the background, expertise, and experience to work effectively with TRADOC and FORSCOM representatives during the development of the CATS, working independently and with a demonstrated working knowledge of the Combined Arms Training Strategy (CATS) Program, task-based strategy development, and specified functional area expertise. Th e lead personnel shall be familiar with U.S. Army policies and procedures concerning unit training including the Army Forces Generation Model. Analysts with previous BN and or Brigade command and or staff positions will be favorably viewed and are preferr ed. Analyst must posses functional skills in a specific army branch and the contractor shall have on staff or under contract analysts with skills that cover all army branches. Analysts must posses a working knowledge of unit training at the Company, Batt alion, and Brigade levels. They must also be familiar with emerging Army force structures (modularity and FC S) and the Army Forces Generation model. This is a follow-on requirement previously performed under contract DABJ01-03-F-1006 with Northrop Grumman. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all quali fied respondents. The Federal Supply Classification (FSC) code for this project is B599, NAICS code is 541690, and SIC code is 8748. The contractor shall provide management and daily oversight of their analysts and personnel in support of CAC CTD CATS req uirements. All responses will be considered and must include proof of the ability to provide analyst support to CAC CTD CATS at the sites specified, including performance information and references on the contractors abilities. The response should also provide GSA s chedule information, contract labor categories and rates for this service.
