EMAIL TC.KRAKER@US.ARMY.MIL The U.S. Army Installation Management Agency (IMA) is seeking sources to develop a standardized Web presence as described below. The project objective is to use a Content Management System [CMS] that efficiently, effectively, and economically provides and maintains a standard Information Technology infrastructure to support the public Web presence of 200 geographically dispersed org anizational elements and its associated administration and management by local page administrators and content managers. The objective will be described via a set of capabilities, performance objectives and performance metrics, as described below: a) Provide a best-in-class, secure, reliable, scalable solution that utilizes a robust content management system (CMS) that is centrally and, in part, locally managed, and focuses on a user-friendly interface, rapid access to on-line content, common Web- page templates that promote a consistent appearance and page-navigation scheme, and outstanding customer service for the public end-user and system administrators. b) Provide a solution that produces a seamless/transparent transition from the existing public Web presence, where each organizational element hosts its own Web site, to an enterprise-wide, CMS-based solution that enhances organizational performance goals and identifies new functionalities, as well as improves current process standards and procedures. c) Assure that the public Web services are provided to any public user, anywhere, at any time. d) Provide continuous capability improvements. The following specifications, standards, policies and procedures represent the constraints placed on this system. 1. Web site functional requirements include the capability to support, at a minimum: a) 500,000 public Web hits per day b) 10,000 authenticated (private) Web hits per day c) 500 gigabytes disk storage for Web content d) 10,000 authenticated (private) user accounts e) 5,000 secure user groups f) 1,000 authenticated (private) user concurrent access g) HTTP and HTTPS Web access protocols h) Content Management System (CMS) administration, including remote CMS administration i) Page administration j) Content administration k) E-mail notifications for administrators l) Content classification m) User feedback n) Keyword-based and full-text, multi-format, document search capability o) User and group security and role administration p) Document workflow (review/approval) q) Usage tracking r) Template development/common look and feel 2. Scalability to the enterprise to accommodate the following annual growth rates: a) Web content 20% b) Public Web hits per day 20% c) Authenticated (private) user accounts 10% 3. User support to include: a) CMS administrators (maximum 10), page managers (maximum 500), and content managers (maximum 1,500) training that minimizes Government travel b) Up-to-date training materials for CMS, page, and content managers c) Technical support available 24x7 for CMS, page, and content managers d) Technical support available 24x7 for public end-users 4. Security compliance and information assurance must be consistent with all applicable Federal, DOD, and Army regulations, guidance and standards. This announcement will serve as the first step for evaluating alternatives for an enterprise-wide Web presence and content management system deployment planned for Fiscal Year (FY) 2006 FY 2010. Both off-the-shelf and developmental approaches will be co nsidered. Responses to this announcement should include a technical description and det ailed characteristics addressing the criteria stated above. Commercial and/or Government technology solutions or products offered to fulfill these requirements shall be identified by brand name and company/organization. Any information considered proprie tary shall be so stated and will remain confidential. Only prime contractors should respond. The Government will evaluate the submittals for possessing the significant potential for providing the capabilities described above.
