The Corps of Engineers, Seattle District has a requirement to supply replacement runners for existing turbine runners and to refurbish turbine units for 16 vertical Francis type units located at Chief Joseph Dam on the Columbia River near Bridgeport WA. There are two different designs; Unit's 1 - 4, 15 and 16 supplied by S. Morgan Smith Company and Unit's 5 - 14 supplied by Newport News Ship Building and Dry Dock Company. The Contractor shall design; successfully model test manufacture, deliver, install, commission, and successfully test a replacement runner and appurtenances for a Newport News generating unit. Upon satisfactory testing of the prototype the Contractor will be allowed to proceed with fabrication and delivery of replacement runners and appurtenances for the remaining nine Newport News generating units. Only two units will be available for runner replacement at the same time. The Government, at its discretion, may also exercise a contract option to replace existing turbine runners and to refurbish wetted surfaces for the six S. Morgan Smith units. Work on all units includes disassembly of existing generating units, installation of new t urbines and replacement and refurbished equipment, assembly, testing and commissioning of the generating unit. Work will include removing rotating and stationary components and related equipment; inspection, refurbishment or replacement of miscellaneous tu rbine mechanical components and piping, cavitations damage and crack repair, and refinishing of the surfaces on the turbine water passage elements as proposed; reassembly, commissioning and testing of generating units with new turbine runners, refurbishmen ts and appurtenances and other rehabilitated and replacement components; perform complete alignment of turbine/generator units; and perform pre and post operational tests on generating units as specified. The North American Industry Classification System ( NAICS) Code is 333611 with a size standard of 1000 employees. Project is open to both large and small business. If you are a large business and your proposal will exceed $500,000, you will be required to submit a subcontracting plan with goals for small, HUBZone, small disadvantaged, small woman-owned, and small veteran-owned concerns. For the purposes of this procurement, a concern is considered a small business if the number of employees does not exceed 1,000 employees.
