Description
THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON AN SMALL BUSINESS SET-ASIDE, 8(a) COMPETITIVE CONTRACT. The Request for Proposal will be issued on April 18, 2006. A pre-proposal conference and site visit is scheduled for May 3, 2006. The proposal due date is scheduled for May 18, 2006. The NAICS Code for the solicitation is 237310. The size standard is $31,000,000.00. This is a design build project with a maximum funding limitation of $4,500,000.00. The estimate performance period for design and construction is 340 days from contract award. 1. PROJECT TITLE: P-977, Greenling Road, Naval Base Kitsap at Bangor, Silverdale, WA. 2. PROJECT DESCRIPTION: This project will provide all labor, materials, and equipment and associated costs to design and construct improvements to Greenling Road to accommodate changes in traffic patterns caused by the establishment of the Waterfront Restricted Area along with providing a spur from Escolar Road to Greenling Road, less then 1/8th of a mile in length. Greenling Road is an unpaved access road, approximately one half mile in length. This project will include changing the grade to meet WSDOT M3 Classification with the following criteria: Maximum Grade < 11.5%; Design speed ? 40 mps: Road Class Minor urban arterial; Daily Average Vehicles ? 200. Further, this upgrade will include relocating power lines, providing storm drainage, relocating a 16? water line, signage and stripping. Additionally, a spur. 3. SITE ANALYSIS: The site is located on Naval Station Kitsap at Bangor, Silverdale Washington. The Contractor is responsible for identifying and obtaining all permits and complying with all Federal, State, and local regulatory requirements associated with this work. The contractor shall complete and submit the ?Permits Record of Decision? (PROD) form with the first design submittal package. A blank PROD form is in the UFC 3-200-10N, ?Design; General Civil/Geotechnical/Landscape Requirements?. Copies of all permits, permit applications, and the complete PROD form shall be forwarded to the Contracting Officer. All fill and backfill shall be placed in maximum 8 inch lifts and shall be compacted to 95% of ASTM D 1557. Permanent storm water management and sedimentation control features shall adhere to Federal State and Local requirements (WSDOE SMM). Erosion control measures shall be utilized during construction in accordance with section 01560 of the RFP. The Contractor shall be responsible for obtaining analytical information as necessary for RCRA designation of wastes. Notify the Contracting Officer immediately should the asbestos survey determine that asbestos materials are involved in the new work. The Contracting Officer will provide direction on how to proceed 4. PROPOSAL SUBMISSION & BASIS OF EVALUATION: The Government will award one Firm-Fixed Price design-build contract resulting from this solicitation to the responsible, responsive small business proposer whose proposal conforms to the solicitation considered to be the ?best value? to the Government, price and technical factors considered. Proposers will be evaluated on: Factor I: Past Performance & Relevant Experience, Sub-factor A: Relevant Experience, Sub-factor B: Past Performance, Sub-factor C: Safety; Factor II: Basis of Design; Factor III: Management Capabilities, Sub-factor A: Management Organization, Sub-factor B: Key Personnel; Factor IV: Price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiated with any or all proposers; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. Proposers should be advised THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. The solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil, upon issuance. Prospective Offerors must and should immediately register themselves on the web site. Amendments will be posted on the web site. This will normally be the only method of amendment distribution; therefore, it is the OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
