- The General Services Administration (GSA) hereby notifies of its intent to enter into a contract to construct the CDRH OFFICE Building (approx. 390,000 square feet) for the Food and Drug Administration - in White Oak, Silver Spring, Maryland. The building is six stories, contain both open and closed offices, several pantries will be provided on each floor, small food service area will be located on the main floor, 7 medium sized and 30 small conference rooms, shared production room on each floor, tunnels to connect to existing facilities as well as bridges tieing into existing buildings. This project is part of a multiphase construction project that will construct a new office, laboratory, and research campus for the FDA at White Oak. The site, located one mile north on New Hampshire Avenue off the Capital Beltway, is the former US Navy facility at the Federal Research Center - Naval Ordinance Laboratory in White Oak, Silver Spring, MD. Five phases are planned in total, with phasing summary as follows: Phase 1 - Center for Drug Evaluation and Research (CDER) Laboratory Facility (111,250 gsf) completed in October 2003]; Phase 2 - Center for Drug Evaluation and Research (CDER) Office Building (551,247 gsf); Phase 3 - Center for Devices and Radiological Health (CDRH) Laboratory & Office (1,117,216 gsf); Phase 4 - Center for Biologics Evaluation and Research (CBER) Laboratory & Office (879,073 gsf); and Phase 5 - Office of Commissioner (OC) & Office of Regulatory Affairs (ORA) Offices (455,796 gsf). The contractor must provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided) and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. The contractor will perform the superstructure construction in accordance with the design specifications, drawings and terms and conditions of the contract. The estimated construction cost range is between $75 - $85 million. The 2002 NAICS Code is 236220. The Construction Performance Period shall not exceed 900 calendar days. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Two-Phase Selection procedures and Source Selection procedures in accordance with FAR Part 15. Phase I - Request For Qualifications (RFQ) will enable the Government to select a short list of qualified offerors based on Technical Evaluation Factors - Experience, Past Performance. These qualified offerors will be invited to participate in Phase 2 ? Request for Proposals (RFP) consisting of pricing proposals and additional evaluation factors related to the pricing aspect of this requirement ? Key Personnel, Management Plan & Schedule, Small Business Subcontracting Plan, Apprenticeship Plan. Competitive formal source selection procedures will be used in accordance with FAR 15. The contract will be Firm Fixed Price. The "Best Value Continuum, Tradeoff Process" is the method that will be used to evaluate price and other factors specified in the solicitation, with the goal being to select the proposal that offers the best value to the Government in terms of performance, quality and pricing. The objective is to select the proposal that offers the most for the money, without necessarily basing selection on the lowest price. Prospective contractors shall be registered in the CCR database prior to award of a contract. If at the time the Government is attempting to award a contract, a prospective contractor is not registered in the CCR database (and an exception to the registration requirements for the award does not apply), the Government, having followed the procedures of FAR 4.1103, may award to the next otherwise successful registered offeror. Under authority of the FAR, GSA, as the agency responsible for recording and maintaining contractor performance information associated with this procurement, has established the NIH Contractor Performance System (CPS) as the secure, confidential, information management tool to facilitate the performance evaluation process. The CPS enables a comprehensive evaluation by capturing comments from both GSA and the Contractor. The Contractor shall participate in the performance evaluation process. Upon receipt of an Award and prior to receipt of a Notice-to-Proceed, the successful Contractor must register (if not registered previously) in Central Contractor Registration (website www.ccr.gov). Additionally, the Contractor (including its project point of contact) must register in the NIH Contractor Performance System website https://cpscontractor.nih.gov. For more information see http://cps.od.nih.gov/. Upon receipt of evaluation comments, Contractor must respond to the evaluation within thirty days. The Government intends to make the RFQ available at this website 15 days after the appearance of this notice in the FedBizOpps. YOU ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF UPLOAD OF THE RFP AT THIS SITE AND REGISTER ON THE INTERESTED VENDOR LIST (IVL). In accordance with the requirements of the RFQ and as stated in the RFQ, Phase I submittals shall be submitted approximately May 22, 2006, by 2:30 PM, EST, to the following address: GSA, NCR, ROB, Bid Activity (WPP) - Room 1065, Seventh and D Streets, SW, Washington, DC 20407.
