Description
This procurement is set-aside 100% for small Business. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for an Electronic Cylinder Lifting Control System. Specifications for RFQ ? NNM06151529Q A vertically oriented cylindrical vacuum chamber with a removable bottom dome used for loading and holding test articles requires a new dome lifting control system. This dome lifting control system Shall consist of four (4) ninety inch (90?) stroke vacuum compatible electric cylinders with controls for motion on each cylinder along with a master control unit. These cylinders shall have a clevis type upper and lower mount that will fit a one inch (1?) diameter pinned joint with a double ear at the bottom and a single ear at the top. The extended length shall equal two hundred nineteen and one-half inches (219.5?). The compressed length is to be one hundred twenty seven and one-half inches (127.5?). The load capacity Shall be seven thousand five hundred pounds (7500 lbs). The electric cylinder shafts shall be lubricated with NASA/MSFC approved vacuum compatible grease. The 4 electric cylinders are to be driven by 4 servo motors, one independent servo motor for each electric cylinder, thus creating four matched sets of servo motor and electric cylinder. Each matched set of servo motor and electric cylinder shall: 1) be equipped with brakes to serve two functions. The first function is to prevent any motion of the electric cylinder in the event of a power failure to this control system. The second function will be to aid in precision stopping to eliminate any slew motion, continued inertial motion, or any hysteresis type of motion. 2) have independent motion sensing and control, and be controlled with enough power and precision that the resolution of vertical motion of the chamber dome is accurate within one-eighth of an inch (1/8?). 3) have independent limit controls to prevent overdriving in either the full closed or full open position. 4) be operated in unison to maintain the chamber dome in a horizontally level attitude at all times in all positions throughout the full range of motion between and at the full closed and full open positions. As a minimum capability the master controller for these four matched sets of servo motor and electric cylinder shall provide the following functions. 1) An automatic function to re-adjust, re-align, re-synchronize the four matched sets of servo motors and electric cylinders if the chamber dome level attitude is ever violated. This automatic function is to be executed upon command by an operator. 2) A variable speed select function for chamber dome motion is required. The minimum selectable speed is to be one inch per minute (1?/min). The maximum selectable speed is to be thirty-six inches per minute (36?/min). The increment of variable speed selection is to be one-half inch per minute (1/2?/min). 3) A full range automatic open and close function is required to be executed upon command by an operator. 4) A selectable distance of motion in either the open or close direction function is required to be executed automatically upon command by an operator. The maximum distance selectable shall be the full range of available motion in the specified direction. The minimum increment of distance selectable shall be one-half inch (1/2?). 5) A manual control of motion by an operator in either the open or closed direction is required. The manual motion control for the operator shall be provided by a jog control joy stick. Other general control system specifications are as follows: 1) The building power available of use is 208 VAC 3 phase 4 wire where single phase to neutral is 120 VAC. Amperage limit of 60 amps is deemed more than sufficient. 2) The master controller shall provide operator interface through an HMI interface with a minimum size of 5? touch screen. 3) All control components required to implement this control system separate from the 4 matched sets of servo motor and electric cylinder are to be housed in a single cabinet. 4) All interconnecting cabling between the master controller and the 4 matched sets of servo motor and electric cylinders is required and shall provided. It is assumed that fifty foot (50?) cable lengths will be sufficient. Vendor must verify this to ensure no cables are to short. 5) Power cabling for the system is required and is to be provided by the vendor. The provisions and clauses in the RFQ are those in effect through FAC 05-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 332721 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible small business sources may submit an offer which shall be considered by the agency. Delivery to Marshall Space Flight Center (MSFC) is required within six weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by April 17, 2006, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (FEB 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.21, 52.222-26, 52.225.1,52.225.13, 52.225.33. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be based upon the contractor's ability to meet all of the requirements listed above and in the attached drawings. MSFC will determine technical acceptability by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
