Description
NASA/GRC has the following requirement: 1) The contractor shall fabricate 4 Lox/Methane Igniters modified for use in the three WSTF APSTB 870 lbf RCE (3 units) and GRC (1 unit). The Contractor shall complete proof and cold flow functional tests. Deliver hardware to WSTF and GRC no later than June 30, 2006. 2) The contractor shall receive one 870 lbf Lox/Ethanol Engine from WSTF and perform modifications to allow operation with methane. The contractor shall modify the main injector as required and igniter (see #1 for igniter). The contractor shall refurbish four main fuel valves for methane use as required. The contractor shall test the modified 870 lbf engine with Lox/methane to verify acceptability of the design modifications for testing at WSTF. The delivery date is June 30, 2006. 3) The contractor shall then modify the two engines at WSTF in place at WSTF. The delivery date is June 30, 2006. 4) The contractor shall insure that there is spare hardware for a fourth LO2/Methane 870 lbf RCE that is in a state ready for assembly. This includes two spare chambers. The delivery date is August 1, 2006. NASA/GRC intends to obtain these requirements from Aerojet General Corp., at P.O. Box 1322, Sacramento, CA 95813-6000. A.) Aerojet is the original equipment manufacturer for this igniter hardware. This additional hardware will provide NASA the capability to perform In-House Battleship Testing and augment the level of knowledge with respect to cryogenic propulsion systems. It would also be impractical and impossible for another company to manufacture this design without the use of proprietary manufacturing processes for the platelet injector. B.) Through previous competition Aerojet was selected as the contractor for the development of the 870 lbf Lox/Ethanol Engines that were tested at NASA?s White Sands Test Facility (WSTF) in Las Cruces, NM. Aerojet is best qualified, with the original engineers who designed the hardware, to perform the following tasks: Modify the main injector Refurbish four main fuel valves for methane Test the modified 870 lbf engine with Lox/methane to verify acceptability Modify the two engines at WSTF in place at WSTF It would be impractical and not cost effective to the Government to have another company develop the experience and tooling to provide the above modifications to existing hardware. C.) Aerojet is the only one that can provide the spare hardware that was manufactured under a contract that was just recently concluded. Lastly, all of this hardware is either duplicate from hardware developed under a recent contract for NASA or duplicate hardware that will be developed during the base period of the recent contract that was competitivly solicited. The intention of this approach is to be as cost effective as possible in order to reduce additional unnecessary costs to the government The Government does not intend to acquire a commercial item using FAR Part 12.
