Description
The HQ AMC Contracting Flight intends to extend the Global Transportation Network (GTN) contract with Lockheed Martin Integrated Systems & Solutions, 9500 Godwin Drive, Manassas, VA, to provide continued GTN operational support. The GTN operational system provides United States Transportation Command Intransit Visibility capability of passenger, cargo and supplies moving through the Defense Transportation System. The contractor is to provide all necessary personnel, equipment, tools, materials, supervision and other items and services necessary to perform functions of system maintenance and operational support that include identification, analysis and repair of software deficiencies in contractor developed software and integrated COTS products, configuration control, system administration, system operation, database management, help desk support, outreach support, and implement a data warehouse solution. The resultant contract extension will be cost plus award fee for up to an additional twenty-six months. The first 12-month option period of performance is 1 September 2006 through 31 August 2007. The second 12-month option period of performance is 1 September 2007 through 31 August 2008. The third 2-month option period of performance is 1 September 2008 through 31 October 2008 to support contractor site close out related activities. The North American Industry Classification System (NAICS) Code is 541511. This requirement is sole source pursuant to the authority 10 U.S.C.2304 (c)(1), Only One Responsible Source, due to unacceptable delays in fulfilling the agency?s requirements and duplication of costs. The GTN replacement system termed GTN for the 21st Century (GTN 21), experienced technical problems due in part to changing requirements. As a result, the government elected to discontinue the production of GTN 21 that drives the need to continue GTN as an operational system. The government is currently in the early planning stage to determine future requirements and acquisition strategy.
