- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Design, fabricate or purchase, and install a removable fiberglass railing syst em around the top level of the Antenna Test Facility (ATF) antenna rack. The railing shall consist of a top rail, intermediate rail and posts, and kick plate. The upper surface of the top rail shall have a vertical height of 42 inches nominal above the p latform planking. The railing shall be composed of several individual sections (approximately 4-5 feet in length) to support odd-shaped test items that extend over the platform. Must meet or exceed OSHA regulations. Design, fabricate or purchase, and ins tall a fiberglass ladder with support cage onto the ATF antenna rack. The ladder shall extend from the base to the top section. Must meet or exceed OSHA regulations. Work must be completed no later than 3 months ARO. Blueprints and photos of the antenna rack are available upon email request. The rack is composed of wood, except for the lowest beam, which is composed of steel. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. Offers are d ue no later than 1200 hours, Tuesday, 11 April 2006 and shall be submitted electronically at virginia.miller@epg.army.mil. EVALUATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importan ce: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. Award will be fixed price made under FAR Part 13 Simplified Acquisition Procedures. For additional information, contact Virginia J. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-23. This is a Small Business Set Aside. The NAICs is 33391 1. The following FAR provisions apply to this acquisition: Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage C ode, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.204-3 Taxpayer Identification and FAR 52.219-8, Utilization of Small Business Concerns apply to this award. The government reserves the r ight to select for award, all, some, or none of the proposals received in response to this announcement.
