- This follow up notice announces completion of a trade study conducted by the Naval Surface Warfare Center, Carderock Division, Detachment Norfolk (NSWCCDDN) for clean-fuel technology (CFT) prime movers suitable for use in propulsion systems for new ferry boats to be procured for the USS ARIZONA Memorial in Pearl Harbor, HI. Information received from the original notice was used to assess the emissions and noise reduction benefits and the technical, cost, schedule and logistical feasibility and maturity of various CFT prime movers for this application. The following information summarizes the findings and recommendations of the study: Based on an assessment of conventional and alternative fuels, the following are identified as suitable fuels for CFT propulsion systems on the new ferry boats: (1) conventional diesel; (2) Ultra Low Sulfur Diesel (ULSD); (3) Biodiesel. Other fuels (including propane, natural gas and hydrogen) are not recommended for various reasons, including the lack of applicable regulations for marine propulsion use; lack of availability on Oahu; and significant impact to infrastructure. The study recommends new ferry boat systems be optimized for biodiesel fuel (up to 100% biodiesel, B100) where practicable. Based on an assessment of five CFT propulsion system conceptual configurations, the following are identified as viable CFT propulsion systems for the new ferry boats: (1) Conventional direct drive diesel propulsion system using EPA Tier 2 emissions-compliant diesel engines; (2) Hybrid electric vehicle (HEV)-Series system consisting of EPA Tier 2 emissions-compliant diesel engine-powered generators, electric drive motors, and nickel metal hydride (Nimh) battery banks. Of the two viable CFT options, the HEV-Series configuration is recommended for the new ferry boats. The HEV-Series configuration reduces fuel consumption, reduces the volume of air emissions, and demonstrates an evolutionary step towards eventual fielding of a zero-emissions propulsion system for boats. Additionally, the study recommends new ferry boat engines be equipped with exhaust catalyst and fuel-borne catalyst systems (where practicable and available) to provide further air emission reductions. Other CFT options (HEV-Battery Electric Vehicle, HEV-Parallel, HEV-Series with hydrogen fuel cell) are not recommended for various reasons, including lack of maturity of associated systems; issues with integrating the CFT system on the boat; unsatisfactory mission performance; and significant fielding costs for the CFT or associated infrastructure. The majority of U.S. Navy boats are currently procured from the U.S. General Services Administration (GSA) schedule. The study concludes that the typical GSA boat acquisition strategy used by PEO SHIPS (PMS 325G) is feasible, and it recommends this strategy be used for the new ferry boats, with special attention given to the unique aspects related to CFT propulsion systems and federal accessibility requirements. The Government is not requesting submission of information per this follow up notice and will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of an such information.
