Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Pacific Island Region’s Coral Reef Ecosystem Division, on a sole source basis with Science Applications International Corporation (SAIC) in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The Government intends to acquire this commercially available service using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Pacific Island Region’s Coral Reef Ecosystem Division requires testing the applicability of laser line scanning technology as a high-resolution tool for assessing benthic coral habitats and their associated biological communities, and to characterize the habitat ecologically critical areas in the Hawaiian Islands. The data from the survey can yield high-resolution optical imagery of seafloor habitats and their associated communities and provide statistically large area coverage compared to conventional underwater camera systems, ROV surveys, and manned submersible surveys. Services required include: provision of a Laser Line Scan (LLS) that has been integrated onto a remotely operated tow vehicle (ROTV) providing the laser with a stable platform that can be remotely maneuvered along survey tracklines; the ROTV shall provide a coordinated uplink of sensor and instrumentation data over a fiber optic tow cable; underwater acoustic tracking shall be utilized to allow precise geo-referencing of LLS data; provision of sufficient personnel to install the system onboard ship and to subsequently operate the system 24 hours per day. The contractor shall provide raw, encoded digital image data in a format that associates LLS parameters, navigation, and attitude information with each individual scan line. The Government intends to negotiate a firm fixed price contract with a period of performance anticipated to be sixty (60) calendar days, commencing approximately September 2006. NAICS Code is 541370 with a size standard of $4.5 million. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
