- Description
- The Belgian Ministry of Defense has issued a Call for Bids for demolition of Roi Albert Military Quarters in preparation for the construction of the new NATO Headquarters. The basic (one step/one envelope) bidding procedure will be used for this project. The successful bid pursuant to this CFB will be that bid that is compliant with the technical requirements and is the lowest price offered. The estimated value of this project is $12 million Euros (USD $14.7 million). The reference of the Call for Bids (CFB) is 6PA008. The U.S. Department of Commerce will be using the reference CFB-DEMO-ROI-ALBERT-6PA008. SCOPE OF PROJECT Shoring up of two buildings that do not have to be broken down Closure of the area (zone chantier) Cutting and clearing of bushes and different trees (+/- 1200 pieces) Demolition of the largest restricted parts of the infrastructure: - Waste-dumps (+/- 160.000 m2); - Buildings with various functions (+/- 125.000 m2); - Relevance of the diverse nature Preparation of the area (cleaning and equalization) in view of the construction of the new buildings (+/- 300,000m2) Crushing, sorting and storing a part of the waste from the demolition in view of their re-utilization. Evacuation, according to the legal Belgian prescriptions, includes the products of the demolition that do not have to be preserved at the site. Among these materials will be some small remains that do not have to be evacuated before the actual demolition, as well as the containers of which the majority has already been the object of drainage and de-gasification. This classification level for this project is NATO UNCLASSIFIED. For more information, contact Mr. BOCKSTAL via e-mail: emiel.bockstal@mil.be QUESTIONNAIRE Companies are authorized to participate who are able to prove that they have executed similar projects by themselves, meaning companies that have not used outsourcing within the last 5 years. The total value of such project should equal or above 6.0 million Euros. References will only be accepted for projects in which the total amount of the demolition part is over 1.0 million Euros (without VAT). At least one reference should contain a demolition part with a value of over 2.0 million Euros (without VAT). In the case of executed services in the framework of a temporary association, the candidate firm can only use as a reference that specific part of the demolition that it realized for the project. The works used as references must have been completed during the previous 5 years. The candidate firm must deliver proof that it has a structure of management and sufficient coordination coherent with the size and characteristics of the current project. This structure must have the permanent presence of at least 8 engineers specialized in different construction techniques and in the management of large constructions. The proof consists of the delivery of the list of involved engineers as well as a copy of their diploma. In case of a candidature of a temporary association, their technical capacity (references and structure) will be evaluated by taking the references and human capital of the different associated partners into consideration. The references must be justified by official certificates given by the adjudicator if it concerns work executed for public authorities or by the certificates given by the beneficiary or by the candidate himself if it concerns the realized works for private persons. According to the deposit of the request, the candidate must deliver a list including the following information: - The name of the public or private recipient of the delivered works - The appointment of the works that have done the object of the market - The exact appointment of the enterprise that the demolitions have executed - The nature of the completed demolitions - Amount of the project (without VAT) - Amount of the demolition works (without VAT) - Starting date of the project - Final date of the demolition part - All useful information The absence of references or the submission of incomplete or incorrect data can lead to the elimination of the firm from the bidding process. IMPORTANT DEADLINES 1. Final date for the deposit of the question of participation: 25 April 2006 2. Plausible date of delivery of the special tax folder: July 2006 3. Final estimated date for the offer deposit: September 2006 4.
