Description
The Marine Corps Systems Command intends to negotiate and award a sole-source contract with Advanced Survivability Technologies (AST), a joint venture between Thales and IBD Holding GmbH based out of La Ferté-Saint-Aubin, near Orléans, central France, pursuant to FAR 6.302-1. The contract is for all personnel, material, and travel necessary to assist the USMC in conducting a Feasibility Study regarding Active Protection System (APS) Counter-munition Analysis and System Integration for USMC Ground Combat Vehicles, specifically the LAV and AAV FOV. The study will require reports on two tasks: (1) a Counter-munition Safety Analysis to aid the government in a Threat Hazard Assessment and (2) a Vehicle Integration Analysis with the LAV and AAV FOV. The period of performance is from 01 May 2006 through 30 September 2006, with an estimated cost not to exceed $400K. Advanced Survivability Technologies (AST) has a unique combination of knowledge, experience, and skill in bo! th designing and analyzing highly complex Active Protection System counter-munitions using a focused blast defeat mechanism installed on ground combat vehicles. They also have in-depth expertise investigating CM blast effects using sophisticated blast damage theories. This notice of intent is not a request for competitive proposals. It is also not a statement of intent to procure APS systems from AST; only assistance in conducting an initial feasibility study. No formal solicitation package is available. See Note 22. The Government will not be responsible for any cost incurred in responding to this notice, and all responses must be received within fifteen (15) days of this posting.
