- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Radiation and Indoor Air (ORIA), Radiation and Indoor Environments National Laboratory (R&IENL) in Las Vegas, NV intends to award a firm fixed-price purchase order to F & J Specialty Products, Inc. of Ocala, FL under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition is to obtain consumable parts and maintenance services for EPA's 40 RadNet deployable national radiological monitoring stations (DNRMS). Under the National Response Plan and other federally-mandated regulations, EPA is tasked as the coordinating agency for specific radiological emergency responses. R&IENL and its sister facility, the National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, AL, are responsible for the maintenance, repair and troubleshooting of the DNRMS in order to provide defensible radiological analytical value to the public and other Government agencies. In this regard, R&IENL and NAREL support Superfund projects in cleanup, removal, remediation and radiological emergencies. The Radnet DNRMS are self-contained package systems that provide real-time measurements linked to satellite for data access with radiation detection equipment, data-loggers, satellite up-links, GPS, meteorological collections devices, and data retrieval hardware. Each package also utilizes consumable items such as brackets, hold down devices, communication cables, and specially-designed hardware. The consumable items purchased under this order will serve as dual inventories for R&IENL and NAREL for field maintenance of the DNRMS. The data-loggers, modems and meteorological collection devices purchased under this order will be used as back-up devices. The North American Industry Classification System (NAICS) code for this procurement is 334516. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that because of the current configuration of engineered hardware and the consumables of the DNRMS, F & J Specialty Products, Inc. is the only source capable of satisfying the Government's requirement. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
