- Description
- NASA/DFRC plans to issue a follow-on blanket purchase agreement to AeroTech Research (ATR), Incorporated of Newport News, Virginia for engineering and technical support services to support the finalization reporting of the turbulence portion of the Aviation Safety Program. This is for the continued development of the turbulence research plan for "Radar Turbulence Hazard Metric Development" and "Operational Evaluation of a Prototype Turbulence Auto-PIREP System (TAPS)". These services will be provided via a "task order" type arrangement. Quantity: One (1) Job. NASA/DFRC intends to purchase these services using the authority for other than full and open competition, which is 10 U.S.C. 2304(c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." Justification is based upon ATR's unique and proprietary capabilities to provide the required services involving the Aviation Safety Program. In addition, ATR owns the proprietary information for this effort and patent numbers 6,650,972 "Estimation, transmission, receipt, and presentation of vehicle specific environmental conditions and hazards information and 6,917,860 "Transmission, receipt, and presentation of vehicle specific environmental conditions and hazards information". Award to another source would result in substantial duplication of cost to the government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. See note 22. Oral communications will not be accepted in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
