- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to BMG Labtech, Inc., 2415 Presidential Drive, Durham, NC 27703 for the acquisition of POLARstar OPTIMA System. The POLARstar OPTIMA system provides five measurement principles: (1) fluorescence polarization, (2) fluorescence, (3) time resolved fluorescence, (4) visible and low UV absorbance, (5) glow luminescence using plate sizes ranging from 6-384 wells. A unique feature of this instrument allows dual emission reading for fluorescence intensity and luminescence. The POLARstar OPTIMA provides 8 multichromatic filters per wheel for total of sixteen filters and allows researchers to read dual emission specta. The POLARstar OPTIMA has two injectors, both injectors inject at the point of measurement, and can inject before, during or after a read and can also inject simultaneously so that the stimulus and detection reagent are injected at the same time for more accurate measure of luminescence. The injectors will dispense between 5-350 ul, with variable volumes per wells using programmable timing. This increases the range of experimental design to include measurements of multiple endpoints on the same plate. The EPA has identified BMG Labtech the only vendor capable of satisfy the requirement. The circumstance permitting "other than full and open competition" is FAR 13.106 (B) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
