Description
(1) CONTRACT INFORMATION: This requirement is to provide the Department of Commerce (DOC) and other Government Agencies with a full range of professional architectural and engineering services including, but not limited to, project management, facility programming, planning, facility condition surveys, facility commissioning/recommissioning, project cost estimating, value engineering, various types of engineering studies and analyses (including any type of environmental studies, assessments and designs), architectural and engineering (AE) design services, construction management, scheduling, construction inspection services, and property real estate appraisals. These Architect Engineer (A-E) contracts are required to primarily support the Central Region Acquisition Division (CRAD), Kansas City, Missouri. CRAD serves the Project Planning and Management Division (PPMD), Eastern Region with responsibility for projects in the eastern half of the nation and also the PPMD Division Headquarters and National Capital Region located in Silver Spring, MD. Also, these contracts may be used by Project Planning and Management Division, Western Region, Seattle WA, and other Federal Agencies and various offices within the Department of Commerce. The contracts awarded will be utilized in a nationwide capacity. The Government intends to award a minimum of at least one small business set-aside and one full and open contract from the solicitation, each consisting of a five-year base period. The contract type will be an indefinite delivery order contract. The Joint Total Acquisition Value (JTAV) for these contracts is $40,000,000.00. Services will be implemented through individual task orders and will be issued when need arises during the contract period. It is anticipated that the first contract will be awarded in late 4th Quarter, FY 2006, or 1st Quarter, FY 2007. Several months may elapse between subsequent contract awards. The method used to allocate Task Orders among the Contracts will include any combination of: consideration of experience with the defined geographical location, user needs, capacity to accomplish the Task Order in the required time frame, and past performance. Task Orders may be sole source or competed, (see 16.505(b). This announcement is open to all businesses regardless of size. The North American Industrial Classification System Code (NAICS) is 541330. The size standard for Small Business is $4.5 million. Large business(s) selected for this contract, must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan for the work to be subcontracted. The current FY06 subcontracting goals for NOAA are as follows: a minimum of 40.00% of the contractor’s intended subcontract amount placed with Small Businesses (SB), 16.99% placed with Small Disadvantaged Businesses (SDB), 3.00% placed with HUB Zone Small Businesses, 8.43% placed with Women Owned Small Businesses (WOSB), 3.00% placed with Veteran-Owned Small Businesses and 3.00% placed with Service Disabled Veteran-Owned Small Businesses (SDVOSB). The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act of 1965, and will be determined on a task order basis and will depend on the requested services and location. These contract(s) are being procured in accordance with Public Law 92-582 (Brooks Act), as implemented in FAR Subpart 36.6. Firm(s) will be selected for negotiation based on demonstrated competence and qualification for the required work. (2) PROJECT INFORMATION: The AE shall provide the personnel, equipment, and materials needed to support the Government in its responsibilities to perform AE activities in the areas listed above for its nationwide facilities program. It is anticipated that the primary emphasis of the effort accomplished under this contract shall fall in the technical disciplines that include, but not limited to, architectural, mechanical, electrical, plumbing, heating, ventilation and air-conditioning (HVAC), civil, environmental, landscape architecture, interior design and space planning, structural engineering, and other cost estimation. Other technical disciplines, such as environmental, geological, value engineering, acoustical engineering, and laboratory design consultations, could be required to a lesser degree in support of the primary disciplines. Typical projects envisioned by these contracts include, but are not limited to biological and chemical laboratories, specialized research laboratories, docks, bulkheads, marsh restoration, weather forecast offices, weather support offices, office buildings, site development, shore side support facilities, warehouses, build-out interior design of leased spaces, paving and other general types of facilities and site improvements. Cold weather design/construction experience is required for possible projects in the rural, remote areas of the State of Alaska. Engineering studies and analysis and planning may include master planning, economic analysis, life cycle cost analysis, alternative site analysis, analysis support of real estate acquisitions, project justifications and requirements, programming and other related studies and analysis. The requirements to be accomplished under the proposed contract include but are not limited to Project Management and Planning, Facility Surveys, Cost Estimating, Value Engineering, and Miscellaneous Studies and Analyses, Architecture and Engineering Design, Construction Management, Observation/Quality Assurance and Facility Commissioning / Recommissioning. All work must be accomplished by or under the direct supervision of licensed professional Architects and/or Engineers. All documents are to be delivered electronically and drawings in the latest version of Computer-Aided Design and Drafting (CADD) data are a requirement. Many designs will be required to be in metric dimensions. A strong emphasis on “green” design and construction under the Leadership in Energy and Environmental Design (LEED) program and principles which includes commissioning will be included in all projects. It is a requirement that the proposing firm and consultants have, as a minimum, electronic mail service, for the purpose of accomplishing contract progress reviews, coordination, transmission of electronic files, and day-to-day communications. (3) SELECTION CRITERIA: Primary selection criteria are listed in descending order of importance: (1) Past performance on contracts for a wide range of AE services with government agencies and private industry in terms of quality of work, and compliance with performance schedules [FAR 36.602-1(a)(4)]. For the last ten completed projects identify the type of construction contract, give number and value of construction change orders; give the project schedules (design and construction) with scheduled completion versus actual completion; and provide letters of recommendation and federal agency performance evaluations. Identify both a project client and an end-user point of contact with current phone numbers and email addresses for each project. Referenced projects should not be more than five years old. Firms should provide their Architect-Engineer Contract Administration Support System (ACASS) numbers on the SF 330. ACASS is the primary source of information on past performance. ACASS will be queried for all firms submitting a proposal. (2) Professional qualifications and experience necessary for satisfactory performance of required services in reviewing designs for laboratory and research facilities, multipurpose office facilities, restoration and renovation of existing facilities, and facilities in coastal and arctic environments; preparing studies and analyses; performing cost estimating and value engineering and performing commissioning and engineering during construction. Firms should provide specific information on key personnel for such projects [FAR 36.602-1(a)(1)]. (3) Capacity of the firm to accomplish the work in the required time [FAR 36.602-1(a)(3)]. Capacity to accomplish a large, multi-disciplined, sophisticated design effort within specific time limits. Number and types of disciplines on in-house staff. Identify plan for reacting to changes and staff augmentation. Identify subcontractors to support secondary disciplines. (4) Experience and technical competence in the types of work required [FAR 36.602-1(a)(2)]. Experience and qualifications of personnel proposed for assignment to each project, to include skills in engineering, cost estimating, computer-aided drafting, project coordination, construction management, inspection and commissioning. (5) Project Manager’s experience and qualifications to lead multi-disciplined project teams [FAR 36.602-1(a)(1). Demonstrate professional registration/certification; identify years and experience with responding firm, years and experience in leading a multi-disciplined design team on multiple, simultaneous projects, and experience managing Indefinite Delivery Indefinite Quantity type contracts. (6) Subcontracting plan, applicable for large businesses, (use of small, women, veteran, HubZone, HBCU, MSI and minority owned business.) (7) Locality [FAR 36.602-1(a)(5)]. Location in the general geographical area of the NOAA Project Management Offices located in Kansas City, MO; Silver Spring, MD; and Seattle, WA. (4) SUBMITTAL REQUIREMENTS: To be considered, interested firms must provide five (5) submittal packages consisting of an original SF 330 no later than 3:00 p.m. CST on May 5, 2006. Offerors must provide adequate documentation to illustrate the extent of participation of the proposed team in terms of the percentage of the total anticipated contract effort. Copies of the SF 330, Part II, for the prime firm and all consultants shall be included in the SF 330. Include the firm’s ACASS number and Section H in the SF 330. Section H is limited to twenty (20) pages with double-sided sheets counting as two pages. For all SF 330 sections, use no smaller than 10 pt. Font, with a total of no more than 75, 8 ½ x 11 pages. Proposing firms are responsible for supplying information concerning each evaluation factor, including copies of any certifications or licenses. A minimum of three firms will be Short-Listed and invited to make a formal presentation to, and/or to be interviewed by, the Architect-Engineer Selection Board. After interviews, the firms selected for contract negotiation shall be determined through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. Negotiations shall be conducted beginning with the most preferred firm(s) in the final selection. Solicitation packages are not provided for AE contracts. This is not a request for a proposal for a specific project. A separate solicitation shall by used to request proposals from the firm or firms selected. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005.
