Description
PROJECT TITLE: FY04 MILCON, Army Family Housing Improvements LOCATION: Dugway Proving Ground, Utah Estimated Cost Range is between $5,000,000 and $10,000,000 This Procurement will be conducted under FSC CODE: Z161, SIC CODE: 1521, NAICS Code: 236118. The size standard for this code is $31,000,000. Information about the time and location of the pre-proposal conference will be found in Section 00100 of the specifications. TYPE OF AWARD: This acquisition is proceeding as an Unrestricted Design-Build RFP. JOB DESCRIPTION: Whole neighborhood revitalization of 137 Family Housing Units for military and authorized civilians, including associated neighborhood amenities and supporting infrastructure at Dugway PG. These quarters consist of company grade senior n oncommissioned officer (NCO) and junior NCO housing units. Major work associated with these units includes; replacing heating/cooling systems, replacing kitchen cabinets, countertops, sinks, remove/replace existing driveways/walkways to units, repair/repl ace backyard patio slabs, replace sidewalks (approx 1500 LF), adding new sidewalks, curbs, gutters (opposite side of street, where missing) and adding carports with bulk storage rooms. Other site work to be included; replacement of existing overhead elect rical distribution system with an underground system. Housing affected is in the East Wherry housing area (circa 52, renovated 87). The units will also include the following Contractor-Furnished/Contractor-Installed (CF/CI) equip/appliances; LPG gas ra nge/oven, refrigerator, garbage disposal, dishwasher and LPG gas water heater. The Contractor shall develop and complete the designs and construct the facilities. The Design-Build Contractor will be required to perform a geotechnical investigation yieldin g a geotechnical report that shall be used as a basis for design. Likewise, the D-B Contractor will be required to perform a topographical survey; also a basis for design. Following award, the contract will proceed as follows: This project will follow a Fast Track process (design and construction allowed to progress as parallel activities). The D-B Contractor will have discretion as to when submittals will be made and the content of the submittals --- within the guidelines of the RFP. All design review comments for the work and applicable construction techniques for unusual construction conditions must be appropriately addressed and direction received from Contracting Officer prior to the start of construction activities. Project includes option items f or: Convert Overhead Electrical and Cable TV to Underground; Replace Street Lighting; Provide Concrete Storage Shed Pad in Rear Yard; Widen doors to Facilitate Wheelchair Circulation Access for 2 Units; Re-roofing 75 Units; Replace all windows and associat ed Window Sills; Install Building Signage; Replace Exterior Doors, except for Mechanical Room Doors; Replace Kitchen Cabinets; Replace Stove & Refrigerator. All PROPOSALS are due not later than 23 MAY 2006/3:00 pm PDT. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov).
