- SUBJECT: Technical and Analytical Management Support Services to the Department of Energy’s Office of Counterintelligence This effort was originally announced on November 29, 2005. Department of Energy (DOE) is interested in updating the sources sought market survey information for this requirement. Companies that responded to the original synopsis need not respond again, but may submit additional information if desired. Companies that responded to the November 2005 announcement but are no longer interested in participating are requested to please submit a response stating that they are no longer interested. All other companies should provide a discussion of their technical capability to perform the work described below by close of business, Tuesday, April 11, 2006. Interested parties having all the corporate and skill-mix capabilities to perform Technical and Analytical Management Support Services to the Department of Energy’s (DOE) Office of Counterintelligence are requested to send in their capability statement, limited to not more than 10 pages, to be received by April 11, 2006. The support services Statement of Work and the technical requirements are classified. In order to perform the services required the Prime contractor and all sub-contractors must maintain a DOE facility clearance to perform classified DOE activities. Participants/teams must have between 75 to 100 DOE “Q”-cleared individuals who, as a mix, demonstrate extensive experience and expertise in counterintelligence, intelligence, threat analysis, personnel security, cyber investigations/analysis, financial analysis, inspections, polygraph and information technologies, ready to commence work on the first day of contract award. The contract will be for a three-year base period with one two-year option period. Teaming arrangements are encouraged, especially to the Small, Small and Disadvantaged, Women-Owned, Veteran-Owned and other business categories approved by the Small Business Administration. Interested parties who respond to this notice will be notified of the date and time of the pre-proposal conference, which will be held at the DOE’s James Forrestal Building at 1000 Independence Avenue, S.W., Washington, D.C. Classified information will be discussed at the pre-proposal conference, so conference attendees must maintain at least a DOE L or a U.S. Government Secret clearance. The solicitation and technical requirements will be provided to 1) only those parties whose companies maintain the aforementioned facility clearances and 2) to those parties who send representatives to attend the conference in person. Interested parties will be provided instructions regarding clearance passing at a later date. The solicitation will be issued under the authority of 41 USC 253 (c)(6) and FAR 6.302-6, which states that, “full and open competition need not be provided for when the disclosure of the agency’s needs will compromise national security.” Vendors responding to this market survey must submit their response via the Department of Energy "Industry Interactive Procurement Systems" (IIPS) at the following Internet address http://doe-iips.pr.doe.gov/. Vendors must register via the IIPS web site prior to responding to this market survey.
