Description

This is a Sources Sought Synopsis only. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs as technical or cost proposals are not being requested at this time. The Contracting Office, Laughlin AFB TX intends to procure a MULTIPLE AWARD INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONSTRUCTION CONTRACT (MACC) in the following category: Interior and exterior building construction and repair and alteration including but not limited to electrical, carpentry, masonry, plumbing, mechanical, architectural, landscaping, storm drainage, exterior restoration, waterproofing, re-painting, cleaning, sealing and other repair/alterations or construction or demolition services as specified, design-build services (ranging from 35% up to 100% level of effort), earth work, miscellaneous drainage structures such as culverts, and headwalls, pavement and concrete slabs, asphalt pavement and repair of joint seals and base materials. This acquisition is being considered for a Section 8(a) competitive procurement. Description of work for specific projects will be identified in each individual task order. The performance area is Laughlin AFB TX located in Del Rio, Texas, Spofford Auxiliary Field and the Laughlin AFB Marina. The duration of the contract(s) shall be for the period of one year with four one-year option periods. The program value is Not-to-Exceed $20,000,000 for the life of the contract. The anticipated minimum amount of each resultant contract is estimated to be $15,000 for the life of the contract. This negotiated procurement will be accomplished by Best Value Source Selection Method. Proposed evaluation criteria for proposal evaluation will be accomplished utilizing (a) Mission Capability (b) Past Performance and, (c) Price. The North American Industry Classification System (NAICS) is 236220 and the size standard is $28,500,000. The solicitation package will be issued in the form of a Request for Proposal (RFP) and will be made available for downloading from the Internet on the Federal Business Opportunities (Fed Biz Opps Web-Site) address www.eps.gov on approximately 18 FEBRUARY 2006. The closing date is tentatively scheduled for 20 MARCH 2006. ALL INTERESTED 8(a) CONTRACTORS ARE INVITED TO RESPOND. IT IS THE GOVERNMENT’S INTENT TO AWARD 4 OR LESS CONTRACTS. THE GOVERNMENT WILL MAKE A DECISION ON THE TOTAL NUMBER OF AWARDS TO BE MADE BASED ON THE RESPONSES RECEIVED TO THIS SYNOPSIS. INTERESTED, ELIGIBLE 8(A) FIRMS SHOULD NOTIFY OUR OFFICE IN WRITING OF THEIR INTENTION TO SUBMIT A PROPOSAL AS A PRIME CONTRACTOR AS EARLY AS POSSIBLE, BUT NO LATER THAN 27 DECEMBER 2005. IN YOUR RESPONSE, INCLUDE TYPE OF EXPERIENCE, 8(A) CERTIFICATION, AND BONDING CAPABILITY. ALL PROSPECTIVE OFFERORS MUST REGISTER IN THE CENTRAL CONTRACTOR’S REGISTRATIOIN DATABASE PRIOR TO AWARD OF A GOVERNMENT CONTRACT. OFFERORS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL REGISTRATION DATABASE WILL RENDER YOUR FIRM INELIGIBLE FOR AWARD.
